    Position: Senior Economist and Budget Analyst

    Salary Range: $70,000 - $85,000 annually, dependent on qualifications


    Experience: Typical candidates for this role will have 5 or more years of directly relevant experience 


    Department Information: The Governor's Office of State Planning and Budgeting (OSPB) advises the Governor on complex budget and policy issues. OSPB manages all aspects of the state's budget and seeks to leverage it to the benefit of all Coloradans.

    Description of Job:

    What you will do: Lead analysis on Colorado's economic situation and recommend policies to strengthen economic performance. Analyze state tax policies and revenue trends and how they affect the State's fiscal outlook. Manage the budget of one or more state agencies, identify and advance creative, cost-effective, and evidence-based solutions to public policy problems. Provide rigorous quantitative and qualitative analyses on the major issues facing our state and communicate results and recommendations to policymakers.

    Specific Responsibilities: 

    Economic and Revenue Forecasting (40%)

    • Lead development of OSPB's quarterly economic and revenue forecasts to inform policymakers and assist in budget preparation and planning

    • Research and report on Colorado's economic and fiscal issues, especially factors influencing state economic performance and revenue collections

    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about state revenues and economic conditions 

    Economic Analysis and Policy Evaluation (30%)

    • Analyze economic data and communicate findings to senior officials

    • Research and evaluate policy proposals and legislation to determine impacts on the state's economy

    • Recommend strategies to meet the Governor's economic goals

    • Identify potential issues or concerns in legislation and recommend solutions

    • Conduct research into assigned issue areas, and prepare briefings as necessary

    Budget Development (30%)

    • Develop broad expertise into assigned departments' budgets, operations, and statutes

    • Review departments' various budget requests and make recommendations to the OSPB Director and Deputy Directors, as well as the Governor and Senior Staff

    • Ensure accurate tracking of assigned departments' budget requests and appropriations through the use of existing systems and spreadsheets

    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about departmental budgets and operations

    Bonus points for: 

    • Graduate degree in economics, business, public policy or administration, political science, or related field

    • Experience with Eviews, R, Stata, or other statistical software

    • Understanding of forecasting principles and best practices

    • Prior experience with public budgeting and/or policy
