    The State of Connecticut's Office of Policy and Management is recruiting for two Leadership Associate (target class Budget Analyst) positions in the Budget and Financial Management Division. This is an exciting opportunity to be part of a new unit overseeing and managing the allocation, distribution, and reporting tasks related to over $4.2 billion of federal pandemic aid awarded to the Office of Policy and Management.

    In this position you will be responsible for the following:

    • Supporting the OPM Secretary and leadership of the Budget Division in administering federal funds, including American Rescue Plan Act funding;
    • Identifying and advancing creative, cost-effective, evidence-based solutions to public policy problems and providing rigorous quantitative and qualitative analyses of the major issues facing our state and communicating results and recommendations to policymakers; and
    • Assisting in estimating, tracking, reporting, and presenting federal funds received by the state, particularly as they relate to action the federal government has taken over the past year to address the COVID-19 pandemic.

    OPM budget analysts are expected and trained to become leading experts on the issues and departments within their section's portfolios. The positions will also directly support their assigned section director with special projects, requests for analysis, team coordination, and other specific needs as necessary.

    This is a full-time, 40 hour per week position, conveniently located in Hartford, Connecticut.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

    EXAMPLES OF DUTIES

    This position performs a full range of financial analysis for the largest and most complex state agencies or programs.  Major duties include:

    • Work with state agencies, private entities, and stakeholders to develop plans for the use of federal grant awards that align with the goals of current policies and programs;
    • Review and analyze fiscal and program implications of the proposed plans;
    • Research, review and evaluate cost effectiveness and fiscal implications of proposed plans;
    • Develop performance metrics to provide quality assurance and to evaluate outcomes of the proposed plans;
    • Develop budgets for the use of administrative federal funds allocated for each federal award;
    • Determine whether there is a capacity for sub-grantees to accept and utilize a temporary influx of grant funds;
    • Coordinate inter-agency collaboration;
    • Oversee and provide direct administration of the sub-grants;
    • Track and review performance metrics regarding administered grants;
    • Prepare and submit required reports to the U.S. Treasury Department; including 
        • Interim Report: Provide initial overview of status and uses of funding. This is a one-time report.
        • Project and Expenditure Report: Report on projects funded, expenditures, and contracts and subawards over $50,000, and other information.
        • Recovery Plan Performance Report: The Recovery Plan Performance Report (the "Recovery Plan") will provide information on the projects that large recipients are undertaking with program funding and how they plan to ensure program outcomes are achieved in an effective, efficient, and equitable manner. It will include key performance indicators identified by the recipient and some mandatory indicators identified by Treasury. The Recovery Plan will be posted on the website of the recipient as well as provided to Treasury.
    • Oversee close-out of sub-grantee awards;
    • Examine the financial records of State agencies, businesses, municipalities, or other entities receiving money distributed and monitored by the State;
    • Conducts or assists in conducting performance evaluations;
    • Determines compliance of documents or procedures with laws, regulations and any state or federal requirements;
    • Performs research to support the application for or the disbursement of grants including needs analysis, literature review and regulations critique to identify problems and determine priorities;
    • Monitors use of grant monies awarded to agency to ensure adherence to all terms and conditions;
    • Provides technical assistance and acts as resource person to grantees;
    • Evaluates program proposals and applications for conformance with regulations and state goals;
    • Monitors and assesses ongoing programs for conformance to reporting requirements, general budget and timetable guidelines and program effectiveness;
    • Consults with and advises commissioners or executives in preparation and presentation of funding requests;
    • Analyzes, reviews and makes recommendations on funding requests in terms of agency functions, policy, programs and objectives;
    • Interprets and monitors agency spending and program accomplishments in accordance with established policy and legislative intent;
    • Analyzes and updates statewide financial plan, developing necessary adjustments and modifications as required;
    • Identifies and analyzes appropriate benchmarks and best practices;
    • Conducts research projects;
    • Makes presentations;
    • Other related duties, as required.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable oral and written communication skills; interpersonal skills; considerable ability to understand and apply state and federal laws, statutes and regulations; considerable ability to analyze and solve problems; considerable ability to effect and manage change; considerable ability to plan for and implement excellent customer service; considerable ability to learn a new knowledge base in functional area; considerable ability to learn and apply policy and procedure; managerial aptitude.

    MINIMUM QUALIFICATIONS

    Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.

    PREFERRED QUALIFICATIONS

    The preferred candidate will have the following:

    • An advanced degree (e.g., Master's, PhD) in the field of public administration, public policy, economics, business administration, finance or a related discipline;
    • Training or experience in quantitative or statistical analysis;
    • Experience with Microsoft Excel and/or Access, including manipulating data sets and advanced computational functions; and
    • Training or experience in public budgeting.

    SPECIAL REQUIREMENTS

    1. Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
      2. The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
      3. Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
      4. All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.
      5. No additional working test period shall be required upon successful completion of the development program.
