The Research and Science Portfolio in Program
The research and science portfolio includes programmatic, functional, and outreach elements. It spans all of Pew's programmatic work with a focus on advancing quality research and science and deploying research expertise to further the goals of ongoing projects. The portfolio reviews the design of new research projects across the institution to ensure they are high-quality, unbiased, and methodologically sound. The programmatic elements of the portfolio include specific projects related to biomedical science, environmental science, and fiscal federalism. In addition, research and science has a role in communicating timely, accurate information on state issues to the general public as the Pew daily news publication, Stateline, is part of our organization.
Fiscal Federalism Initiative
Pew's fiscal federalism initiative is housed in the research and science portfolio and led by the director of fiscal federalism initiatives. The initiative provides research and analysis on issues where federal and state fiscal interests and funding overlap. Our goal is to provide the data and analysis that is missing from the conversation and to inform the critical decisions by policymakers at both levels of government.
The initiative produces both short analytical pieces that are timed to inform the current debate and longer more in-depth research to illuminate issues where data are missing from the debate. The topics are focused on issues where federal and state interests intersect and cover both spending and tax policies – ranging from higher education and Medicaid to natural disasters and tax conformity, among others.
The officer will work with the director and the project's management staff to implement the current research agenda, develop accessible data and information, and play a leadership role in the exploration of new research and lines of work. The officer authors and co-authors research papers and issue briefs, critically reviews project materials, helps implement the project's communications and outreach strategy, presents research findings in appropriate venues, and may oversee contracts.
The position, based in Pew's Washington, D.C., office, reports to the director. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Work with the project's management team to develop and manage multiple and diverse research projects by:
Designing research strategies and conceptualizing ways to convey data and findings visually for the project's current research agenda;
Identifying and collaborating with experts in the field and other Pew projects when appropriate;
Ensuring work is methodologically sound and responds to policy questions in a timely way;
Working with junior researchers to help them hone their research skills, scope and conduct research, analyze their findings, and write reports;
Identifying and exploring new issue areas and helping to develop the project's long-term research agenda; and
Working across R&S and Pew to connect with other relevant projects and expertise.
Work collaboratively within Pew to support internal review and quality control processes.
Support and execute the project's communications and outreach strategy.
Participate with Pew colleagues on collaborative work related to the intersection of state and federal policies.
Manage relevant research contracts. Identify appropriate researchers and experts for research contracts; evaluate proposals, execute contracts, monitor progress, and ensure products are high quality, use rigorous analysis, meet the contract's objectives, and are delivered on time and within budget consistent with Pew's mission and guidelines.
Other duties as assigned.
Bachelor's degree or equivalent experience required. Advanced degree in public policy, public administration, or other relevant area preferred.
At least eight years of relevant experience in federal and/or state policy analysis required. Experience in federal and/or state revenue and/or spending policy strongly preferred. Experience within federal and/or state government is a plus.
Excellent written and oral communications skills, including an ease in communicating complex concepts in a clear effective fashion for both general and targeted audiences. Ability to write quickly and succinctly as well as to revise and edit based on input from a wide range of reviewers.
Strong familiarity with fiscal and economic data; familiarity with statutory language and regulatory processes is a plus.
Strong analytical and quantitative skills. Proficiency with Microsoft Excel; familiarity with at least one data analysis and visualization program is a plus (e.g., Tableau, Stata, R).
Strong interpersonal skills. Ability to develop and manage productive and collaborative relationships both internally and externally.
Proven ability to operate as a team player, think strategically and creatively, adjust to changing circumstances, organize time efficiently, meet multiple deadlines while remaining attentive to details, and support others to do the same.
Ability to manage research by contracted experts based at universities, nonprofits, think tanks, and other entities to ensure rigorous, policy-relevant, and timely results is a plus.
Acute political awareness and non-partisan perspective and approach.
This position requires occasional domestic travel to meetings and conferences.
