    The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst for the Branch Accounting and Procurement office in the Payroll Financial Services unit. 


    This position reports directly to the Fiscal Supervisor in the Payroll Financial Services unit.  The position provides daily direct support to assigned trial courts which includes processing of payroll activities, general ledger account analysis/maintenance/reconciliation, accounting entries, and preparation of payroll related financial reports.  Additionally, this position will assist the Fiscal Analyst with completing tax related services (e.g., deposits, quarterly filings, etc.) and new hire reporting for the Phoenix HR/Payroll trial courts.  This position does not perform supervisory duties.

    The successful candidate will be expected to work in the Sacramento office.



    • Payroll Reconciliation and Recording - reconcile trial court payroll data for all courts, with the occasional inclusion of courts using the Phoenix HR Payroll System.
    • Research discrepancies and coordinate resolution with trial court and Phoenix HR SSC, when necessary.
    • General Ledger Account Maintenance - monitor, analyze, and reconcile Personnel Services general ledger accounts and related cash accounts.
    • Review general ledger liability and cash accounts for variances between payroll files, vendor payments, and banking entries; coordinate resolution of variances; prepare and/or process adjusting entries at month-end and calendar and fiscal year-end.
    • Benefit Reconciliation and Vendor Payment - prepare benefit and insurance reconciliations and process vendor payments.
    • Assist Fiscal Analyst with reconciling, preparing attachments, and releasing Third Party Remittance (TPR) for courts using the Phoenix HR/Payroll System.
    • Perform employee payment processing and banking services.
    • Monitor and confirm net pay payroll transactions and positive pay files; research any notifications, exceptions, or employee payment issues (e.g., check encoding errors, ACH rejects, or non-receipt of payment.
    • Act as liaison between bank, internal units, and trial court to correct banking issues (e.g., stop payment requests and ACH Reversal requests).


    • Assist Fiscal Analyst with payroll tax deposits and annual Wage and Tax Statement (W-2) distribution for trial courts using the Phoenix HR Payroll system.
    • Review system change requests, validate test data, and prepare and provide training.



    • Attend cross-unit meetings.
    • Serve as back up subject-matter-expert during Phoenix HR Payroll Deployments.
    • Complete required training hours.




    Bachelor's degree, preferably in business, finance, accounting, or a directly related field that would

    provide the knowledge and skills necessary for the assigned area. Additional directly related

    experience may be substituted on a year-for-year basis.




    Two years as a Fiscal Services Coordinator working in the procurement or accounting function with

    the Judicial Council of California or two years of experience performing the duties of a class

    comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California

    Superior Court or California state-level government entity.


    Desired Qualifications

    • Payroll accounting experience with general ledger liability and expenditure account analysis in an integrated system.
    • Ability to analyze, interpret, and properly apply business and payroll rules.
    • Ability to interact professionally with internal and external customers at all levels.
    • Written and verbal communication skills.
    • Proficient using Microsoft Office Suite, including Word, Excel and PowerPoint.

    $5,875 - $8,224 per month
