    The primary role of the Colorado Office of State Planning and Budgeting (OSPB) is to provide the Governor with timely and complete information and recommendations so he can make well-informed public policy and budget decisions.  We are currently seeking a Chief Economist to join our team. 


    The OSPB Chief Economist is an applied economics position responsible for leading quantitative and qualitative analysis on the Colorado economy and on state revenue and fiscal issues. The Chief Economist leads the development of OSPB's quarterly economic and revenue forecast for Colorado and is responsible for its quality and rigor.

    Essential Duties and Responsibilities:
    • Lead development of OSPB's quarterly economic and revenue forecasts to inform policymakers and assist in budget preparation and planning
    • Possess broad expertise on Colorado's economic and fiscal issues, as well as factors influencing state revenue collections
    • Present the information contained in the quarterly economic and revenue forecasts to the Governor, Budget Director, and Joint Budget Committee.
    • Lead meetings of the Governor's Revenue Estimating Advisory Committee
    • Write and edit sections of OSPB's quarterly economic publication
    • Perform econometric forecasting functions in the E-Views software package and perform analysis in complex Excel spreadsheets
    • Analyze legislation and policy proposals to determine impacts on state revenues
    • Respond to questions from the Budget Director and Deputy Directors, the Governor, Governor's staff, legislators and legislative staff about state revenues and economic conditions
    • Occasionally make public presentations on the economy and state budget


    Required Skills:
    • Rich experience in statistical analysis and forecasting
    • Understanding of forecasting principles
    • Ability to research, compile, and comprehensively understand appropriate sources of data from various sources for economic and revenue analysis
    • Strong proficiency in Excel
    • Proficiency in E-views or other forecasting software
    • Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
    • Bachelor's or graduate degree in economics, statistics, public policy, social science research, public administration, or a related field required
    • At least seven years' work experience preferred in an analytical and quantitative role in business, economics, or related field
