    The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Chief Financial Officer. This position is located in the Office of the Chief Financial Officer (OCFO), Education Cluster (EC), University of the District of Columbia (UDC). The incumbent is responsible for developing and executing UDC's financial plan to include overseeing and administering accounting, budget, grants management, student accounts, compliance, financial reporting, audit and other financial management activities.

     Duties include, but are not limited to:

    • Developing a process for fiscal planning for UDC that incorporates the funding of operations and capital projects and improvements
    • Overseeing the preparation of monthly financial statements to include balance sheet, income, and cash flow statements and ensure compliance with Generally Accepted Accounting Principles (GAAP) promulgated by the Governmental Accounting Standards Board (GASB), the Financial Accounting Standards Board (FASB), and the National Association of College and University Business Officers (NACUBO)
    • Overseeing grants management operations/functions to ensure compliance with A-133 reporting requirements
    • Overseeing the design and implementation of accounting systems and the assessment of current accounting systems
    • Developing and implementing measures to streamline and enhance accounting, budget, grants accounting, and other financial management processes
    • Overseeing the establishment and implementation of a quality control program, including ongoing review of the entity's financial transactions and reports to assure conformance to the general ledger as well as departmental needs
    • Overseeing the analysis of program operations, identification of internal control weaknesses and the development and implementation of corrective actions plans to remediate deficiencies
    • Assisting the ACFO with the presentation and justification of the budget and advising on the effects potential modifications will have on operations
    • Analyzing financial information and prepares timely financial and statistical reports required by both local and federal governments, ACFO, and other executive officials
    • Collaborates with financial management personnel to obtain information needed to explain circumstances that could negatively impact the attainment of program objectives
    • Presents conclusions and recommendations to the ACFO for review
    • Participates in meetings with other executive staff members to discuss issues that affect the success of programs, provide advice and viable solutions on all deliberations that have financial implications
    • Establishes policies, processes, and procedures to ensure business events are appropriately recorded accounted for, and analyzed in order to facilitate soundly based decisions related to the University's finances
    • Assures policies, regulations, procedures, and methods used by UDC-OCFO are in compliance with legal and regulatory requirements of Federal and District governments
    • Directs and manages all staff members including professional, technical, and support personnel assigned to the CFO's office
    • Provides training and development of staff
    • Performs other related duties as assigned


    Minimum Qualifications: Nine (9) years of progressive experience performing the related duties and responsibilities such as providing oversight and administration of financial and budgeting functions; ensuring compliance with regulatory and technical accounting guidelines; and at least 3 years of management experience. CPA certification highly desirable.

    In addition – Applicant must have a degree in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a Bachelor's degree in accounting or related field and 24 semester credit hours in accounting in order to be considered.  If applicable, your application package must include a foreign credential evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
