    Ripple Effect is seeking a Senior Budget Analyst to work with the Office of Research Facilities (ORF) at the National Institutes of Health (NIH). 

    Position Overview

    • Duty Location: Bethesda, MD
    • Position Information: Full-Time, On client-site
      • This position may require routine teleworking, after the first 30 days
    • Number of openings: One Opening
    • Security Level: A security clearance is not required to apply. Applicants, once hired, may be subject to a background investigation and may have access to sensitive data.
    • Travel Required: This position requires occasional local travel (Washington, D.C. area) for work-related meetings
    • Relocation Expenses: No relocation expenses may be authorized for this position

    Job Description

    The Senior Budget Analyst will provide budget policy and strategic data analysis expertise to advise a federal Budget Officer. Additionally, this individual will develop training materials for all IT systems deployed by the division. The ideal candidate will be solution-oriented and use determination and creativity as a regular part of the tool kit. This work will include interacting with a variety of different data types and we are looking for someone who is comfortable learning new software and knows how to harness technology to accomplish project goals. The ideal candidate will have strong, proven interpersonal and management skills. The individual will be adept at completing multiple projects and have excellent communication skills (written and verbal). Expertise in federal appropriations law and best practices is essential for this position.

    Specific duties may include:

    • Provide strategic support to the Budget Officer including review managers' budget proposals for completeness, accuracy, and compliance with the laws and other regulations
    • Collect mission requirements, creating dashboards, and developing monitoring metrics
    • Conduct independent research and analysis
    • Develop briefing materials for senior executives
    • Provide recommendations based on data
    • Identify and drive process improvement, including creation of standard and ad hoc reports and tools
    • Increase productivity by developing automated reporting/forecasting tools
    • Organize and document budget data according to appropriations, budget account codes, object class, and line items
    • Produce meaningful and useful reports for senior management
    • Other duties as assigned


    Basic Requirements

    • Bachelor's degree in business or related field with at least eight years' experience; education can be substituted for experience
    • Ability to work independently and know when to seek assistance
    • Ability to prioritize among multiple tasks in a fast-paced, deadline-driven environment
    • Highly organized, efficient, and extremely detail-oriented
    • Strong analytical skills
    • Experience with SharePoint 2010 and 2016
    • Experience with government financial systems
    • Expertise in federal appropriations law and best practices
    • Proficient in Microsoft Office, including Word, PowerPoint, and Excel
    • Appropriations and facilities management experience
    • Knowledge of data analysis and forecasting methods
    • 3-5 years' experience with budget policy, analytics, and diagnostics
    • Demonstrated strength in oral and written communication skills; including ability to communicate ideas clearly to senior management

    Preferred Skills

    • Master's degree in business or related field
    • Federal construction or multi-year appropriation account budget policy experience preferred (agencies with large multi-year construction accounts include DOT, GSA, Army Corp of Engineers, DoD); NIH budget policy experience also a plus
    • Extensive database experience with an ability to access and manipulate significant amounts of complex data
    • Certifications or credentials from an accredited organization (e.g., Certified Government Financial Manager)
    • Advanced skills in Word, PowerPoint, Excel, Access, and SharePoint
