    Summary of Work

    The Office of Management and Budget is seeking a Fiscal Management Analyst to join our team! This is a great opportunity for an experienced professional to utilize their budgeting and analysis skills to step into this vital role and impact decision making for the State of North Dakota.

    As a Fiscal Management Analyst, you will provide responsive and knowledgeable guidance to a variety of stakeholders in the planning, development, and implementation of the state budget.

    The responsibilities of the Fiscal Management Analyst include:

    • Providing training and technical advice to state agency fiscal officers and directors to facilitate preparation of budget requests and implementation of the legislatively approved budget; advise agency fiscal officers and directors regarding the final legislative budget, legislative changes to the governor's budget and legislative intent.
    • Advising and strategizing with agency directors and fiscal officers on major financial decisions, operating procedures, fiscal policies and programmatic issues.
    • Monitoring agency performance and results of operations to identify impact on current or future biennial budgets and to maintain an understanding of agency operations and activities.
    • Analyzing and projecting budget commitments, ongoing state expenditures, and ongoing revenues in order to develop the parameters under which agency fiscal officers will be instructed to prepare their budget requests.
    • Developing detailed budgets for each state agency, considering the cost to continue existing programs and funding necessary to effectively implement new programs that meet the governor's policy objectives.
    • Preparing a comprehensive state budget within the parameters of available funding sources, and state and federal statutory requirements.

     

    Minimum Qualifications

    Requires a bachelor's degree in accounting, business administration, economics, finance, or related field; five (5) years professional work experience in accounting, budgeting, auditing and development of policy directives; and a high degree of interpersonal and problem-solving skills and the ability to work with others. A master's degree in one of the above fields may substitute for up to two years of the work experience requirement.

     

    Preferred Qualifications

    • Experience with the state budgeting system or a similar comprehensive budget system.
    • Demonstrated knowledge of principles, concepts, and methodology needed to perform duties associated with the state budgeting functions and processes.
    • Participation in work related special projects, committees, work groups, teams, or similar activities.
    • Demonstrated skill in presentation to management, governing bodies, or other groups.
    • Proficiency in Excel, Word, IBARS, and PeopleSoft.
