    Ripple Effect is seeking an experienced Budget Analyst to work with the Office of Research Facilities (ORF) at the National Institutes of Health (NIH). 

    Position Overview

    • Duty Location: Bethesda, MD
    • Position Information: Full-Time, On Client-Site
      • This position may require routine teleworking, after the first 30 days
    • Number of openings: One Opening
    • Security Level: A security clearance is not required to apply. Applicants, once hired, may be subject to a background investigation and may have access to sensitive data.
    • Travel Required: This position requires occasional local travel (Washington, D.C. area) for work-related meetings
    • Relocation Expenses: No relocation expenses may be authorized for this position

    Job Description

    The Budget Analyst will be responsible for daily reporting, updating dashboards, ad hoc queries, and 1-on-1 help desk support for various systems. We are looking for someone who is comfortable learning new software and knows how to harness technology to accomplish project goals. The ideal candidate will have strong, proven interpersonal skills. The individual will be adept at completing multiple projects and have excellent communication skills (written and verbal). Knowledge in federal appropriations law and best practices is required for this position.

    Specific duties may include:

    • Conduct independent research and analysis, ensuring compliance with the laws and other regulations
    • Develop briefing materials for senior executives
    • Provide training and help desk support for systems deployed by the division
    • Provide recommendations by analyzing and interpreting data
    • Draft process improvements, including creation of standard and ad hoc reports, tools, and Excel dashboards
    • Increase productivity by supporting Senior Budget Analyst in developing automated reporting/forecasting tools
    • Organize and document budget data according to appropriations, budget account codes, object class, and line items
    • Other duties, as assigned

    Basic Requirements

    • Bachelor's degree in business or related field
    • 2-3 years of experience with budget policy
    • Proficient in Microsoft Office, including Word, PowerPoint, and Excel
    • Experience with SharePoint 2010 and 2016, and government financial systems (Oracle Financials, PRISM, POTS, nVision)
    • Strong analytical skills
    • Highly organized, efficient, and extremely detail-oriented
    • Ability to prioritize among multiple tasks in a fast-paced, deadline-driven environment
    • Ability to work independently and know when to seek assistance
    • Demonstrated strength in oral and written communication skills, including professional emails

    Preferred Skills

    • Master's degree in business or related field
    • Federal construction or multi-year appropriation account budget policy experience preferred (agencies with large multi-year construction accounts include DOT, GSA, Army Corp of Engineers, DoD); NIH budget policy experience also a plus
    • Advanced skills in Word, PowerPoint, Excel, Access, and SharePoint
    • Database experience with an ability to access and manipulate significant amounts of complex data
