    DESCRIPTION OF WORK:  

    *** Recruitment Range: $50,000 - $65,000 Annually ***

    The Joint Legislative Commission on Governmental Operations (Gov Ops) was created to provide ongoing legislative examination and review of public polices, expenditures, and reorganization implementation. Oversight is crucial in making sure laws are administered in an effective, efficient, and economical manner. The Commission's oversight functions include evaluation of program costs and benefits, managerial effectiveness, internal control, and compliance. The new Government Operations Evaluation Team within the Joint Legislative Commission on Governmental Operations (Gov Ops) will focus heavily on oversight and return on state taxpayer investment.

    A fundamental objective of the Gov Ops team will be to assist Members, committees, and legislative staff in carrying out the vital legislative functions. The Team will focus heavily on the review, monitoring, and supervision of state agencies and institutions, programs, activities, and policy implementation. The Team will determine if recommendations and programs established by the Gov Ops Committee have been implemented by agencies or if further action is needed by the General Assembly. Team duties will include investigation of state agencies and offices, and oversight and analysis of executive branch activities.

    Gov Ops staff are partisan legislative staff and report to the House Majority Staff Director. Ideal members of the Gov Ops team are dynamic individuals who possess strong quantitative skills, the ability to handle multiple assignments with a high degree of accuracy, and are able to meet tight deadlines, particularly during the legislative session. Excellent writing and communication skills are essential.

    Investigative Analyst Job Duties:

    • Develop work priorities, methods, and assignments at the request of or in consultation with legislators, supervisors, or other staff and then work to complete tasks.
    • Summarize and analyze detailed documents, legislation, periodicals, and other written material.
    • Write issue memoranda, briefing papers, and other documents on selected topics.
    • Work collaboratively within a team to examine data, financial and management reports, policies, and practices affecting the financial and operational performance of state agencies and programs.
    • Observe and analyze agency or program budgets for trends, patterns, and possible failures to meet statutory or other required standards, policies, procedures, and best practices.
    • Produce neat, concise, logical, and well-supported working papers.
    • Produce high quality work and take ownership of assigned tasks and projects.
    • Use Excel, analytical software, and databases for cost-benefit and other methods of analysis
    • Provide technical assistance and recommendations to improve programs, services, processes, and performance standards.
    • Monitor agency actions to ensure compliance with statutory requirement and legislative intent.
    • Research and develop options to improve program and/or agency efficiency and effectiveness.
    • Interview public officials and stakeholders, inspect facilities, review records, compile and analyze data.
    • Prepare reports or parts of reports, including key findings and recommendations.
    • Prepare senior staff and legislators for public hearings.
    • Supply accurate and reliable data and analysis as requested.
    • Adhere to strict confidentiality requirements.

    KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:

    To meet the duties outlined above, candidates should be flexible, highly motivated thinkers and communicators. In addition, the following specific attributes are sought:

    • Ability to work collaboratively and effectively within a team of highly qualified professionals to produce reports relevant to the committees' current objectives.
    • Ability to maintain composure under pressure with legislators, legislative staff, colleagues, and the public daily.
    • Advanced data analysis ability with Excel, R, Python, or similar.
    • Clear and concise oral, written, and presentation skills.
    • Demonstrated aptitude for providing high-quality program development and advice.
    • Willingness and ability to work extended schedules as needed to meet deadlines.

    DESIRED QUALIFICATIONS:

    • Advanced degree in relevant field
    • Creative problem solver
    • Experience writing for online or print publication
    • Capable of successfully working independently or in a team environment
    • Proper understanding of the Oxford comma
    • Discretion and discernment

    MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

    • Education & Experience: Bachelor's degree in relevant field or equivalent work experience
