    OSPB's mission is to foster the responsible use of state resources through effective and efficient planning, budgeting, and evaluation of state programs in a manner that is performance and outcome-focused.  We are currently seeking an experienced Performance Budgeting Manager to join our team.

    The ideal candidate will have experience in working with governmental accounting/budgeting systems combined with at least five years of database administration and report writing experience.



    The State's Performance Budgeting (PB) System

    In July 2014, the State of Colorado transitioned its financial, procurement and budget functions from the Colorado Financial Reporting System (COFRS) and other legacy systems to the Colorado Operations Resource Engine (CORE).  As part of this transition, the State implemented the CORE Performance Budgeting module, which is the budgeting system used to create and manage department budgets. The system provides financial reports that allow staff and management to make informed decisions based on actionable intelligence, to streamline the budget process, and to integrate the budget development and monitoring processes.


    Description of Job:


    This position will be responsible for support of the State's Performance Budgeting (PB) system, which includes the following primary duties:

    • Leads system operation, planning, programming, monitoring, testing, security, and troubleshooting;

    • Develops reports and queries for use by OSPB management and staff, department staff, and legislative staff;

    • Responds to requests for service and assistance from users; including technical support to agencies in budget preparation and development;

    • Enhances user experience, ensuring system enables efficient, accurate, and streamlined budget processes;

    • Develops processes that enable autonomous operation of system across department budget staff;

    • Collaborates with other State IT team members and department budget staff to enhance system's usability and ensure adherence to best practices and process standardization;

    • Develops and provides training to system users, both in person and web-based training modules;

    • Develops and maintains system instruction manual;

    • Develops and documents technical standards for updating and maintaining budget
      system and databases;

    • Assists OSPB and department budget staff in ensuring data accuracy in the PB system;

    • Work with the State Controller's Office with system budget data as needed (e.g., upload department appropriations data, establish new coding, troubleshoot issues, etc.);


    Other responsibilities may include:

    • Conduct research into assigned issue areas, and prepare briefings as necessary.

    • Recommend new programs or policy changes to improve performance and / or service delivery.

    • Recommend strategies to implement the Governor's budget priorities, including partnering with the legislative branch.

    • Advocate on behalf of the Governor and assigned departments to best ensure passage of executive budget requests.

    • Track ongoing legislation during the legislative session, and identify potential issues or concerns and recommend solutions.

    • Monitor and provide written summaries of legislative meetings/hearings.

    • Manage communications between departments and JBC staff

    • Ensure that objectives and measures comport with Governor's policy objectives

    • Participate in special projects to improve the management of State operations



    Required education and experience:

    • Bachelor's degree required in Computer Science, Information Technology, Project Management, Business, Accounting, or Finance;

    • At least five years of increasing responsibilities in database administration;

    • At least five years designing, installing, configuring and troubleshooting database interfaces, data import / export tools, and report writing tools, including using Microsoft SQL and VBA.  

    Required skills and abilities:

    • Superior customer service and interpersonal skills

    • Proficiency working with large data sets and familiarity with databases

    • Ability to communicate effectively orally and in writing

    • Strong proficiency in Microsoft Excel

    • Working knowledge of BusinessObjects and/or Crystal Reports

    • Strong attention to detail

    • Proven problem solving and analytical capabilities

    • Ability to handle multiple tasks with competing deadlines and prioritize time effectively

    • Must be able to work independently or in teams on assigned work tasks with a high degree of technical competence and judgement

    Preferred Qualifications include:

    • Experience working for state government

    • Knowledge of state budgeting process

    • Experience working in government accounting/budgeting systems

    • Project management certification
