    The Virginia Retirement System (VRS) is seeking a data driven and detail oriented individual to work within the Budget and Performance Office as a Budget Analyst. This position works with the Budget and Performance Reporting Manager to comprehensively review the agency's budget and projected spending to ensure the provision of sufficient resources for the agency's priorities are met. In addition, the position will be responsible for the daily monitoring and accuracy of the agency's current operating budget and assist with the development and projection of future budgets.

    Responsibilities of the Budget Analyst include but are not limited to:

      • Assists VRS cost center managers with tracking and budget execution.
      • Monitors and analyzes agency budget and expenses to ensure appropriation is sufficient to support forecasted agency operational costs.
      • Makes recommendations on the reallocation of available resources in accordance with priorities established by agency management.
      • Interprets budget information and prepares budget documents for internal and external audiences.
      • Prepares and continually reviews monthly reports for accuracy and implements improvements to enhance effectiveness.
      • Assists with budget variance reports for tracking current and future spending. Develops cost trends for future budget planning.
      • Assists in the establishment of strategic agency-wide and unit-specific budget objectives and priorities.
      • Forecasts future expenditures on an annual and/or biennial basis upon request.
      • Seeks ways to align agency budgeting with performance management techniques with an eye towards a future Enterprise Risk Management budgeting process.
      • Serves as a backup to the Business Performance Analyst for activity-based costing and benchmarking responsibilities.


    Qualifications required to be successful in this position:

      • Bachelor's degree in Accounting, Business Administration, or Finance; and training in budget preparation, analysis and forecasting, practices, policies and procedures; or a combination of education and training.
      • Extensive experience in budget preparation, estimating/forecasting, and analysis.
      • Knowledge of the Appropriation Act, Virginia state budget and legislative processes and procedures, and experience in the development and documentation of policies and procedures.
      • Proficiency in MS Office products, particularly Excel, and competency at writing and running reports from budgeting and/or general ledger accounting systems.


    The ideal candidate will possess:

      • Ability to perform financial and operational analysis and forecast expense levels.
      • Ability to think strategically and marry the mastery of detail with the ability to see the budget at a higher level; can bifurcate the impacts of revenues vs. expenditures to project spending patterns as they align with available resources.
      • Excellent oral and written communication skills.
      • Analytical skills and the ability to work under pressure in meeting deadlines.
      • Ability to create and apply new approaches to improve processes.
      • Ability to work with minimal assistance and little supervision.
      • Ability to identify and master new skills required to perform at a higher level and increase the potential for new opportunities and responsibilities.
