    Colorado's Governor's Office of State Planning and Budgeting is hiring a Chief of Federal Funds!

    The Chief of Federal Funds (CFF) is a fundamental role within Colorado's planning and implementation of stimulus funding and investments to support Colorado. The CFF will work in direct partnership with Governor's Office teams and agencies to successfully oversee federal funding. The CFF will design and implement processes to manage American Rescue Plan Act (ARPA) funds that align and coordinate with the existing State budget process. The CFF will work with federal funds analysts embedded in other OSPB teams to ensure a coordinated process that includes a specific focus on Evidence-Based Policy (EBP) and Equity, Diversity, and Inclusion (EDI). This role works closely with OSPB leadership, Governor's Office leadership, Recovery Officers embedded within the agencies receiving the most federal funds, the Office of the State Controller, and other state departments to ensure compliance, reporting, and spending plans are adhered to in accordance with federal guidelines. The CFF will also collaborate with other teams within the Governor's Office to answer press inquiries, conduct stakeholder outreach, and produce public-facing documents.

    As a part of management of federal funds, the CFF will oversee estimation, tracking, reporting, and presenting on federal funds received by the state, particularly as they relate to action the federal government has taken over the past year to address the COVID-19 pandemic. The CFF will coordinate with and train state agencies as well as analysts in OSPB to ensure accurate collection and reporting of data. To produce longer-term reforms, this role will suggest process improvements and work with consumers of reports to develop improvements and efficiencies.

    Position is a 2-year term-limed position based upon federal funding source, with the possibility of extension dependent upon funding.
