    The Judicial Council of California is accepting applications for the position of Senior Fiscal Anayst, for the Accounting and Procurement unit in the Branch Accounting & Procurement office. 

    This position will handle the most complex accounting transactions, system related setup requests such as reporting structure, alt account, employee table, project and activity, new and old FI$Cal users etc., monitor FI$Cal tickets, coordinate FI$Cal trainings, and research and recommend the appropriate accounting treatment to management.  This includes, analyzing GAAP and GASB issues, policies, procedures, statutes and presenting recommendations to management. 


    The incumbent will be under the direct supervision of the Fiscal Supervisor in Accounting Services.  However, will need to respond to the Director and Principal Manager in Branch Accounting and Procurement (BAP).  The position will also act as the integration expert for the Enterprise Resource Planning (ERP) System, FI$Cal.  The integration expert needs to understand all budget, accounting and procurement transactions and the impact of the transactions on the systems.  This is accomplished by: leveraging analysis; constantly communication across accounting and procurement operations; documenting new and/or changing process and system requirements; working with Information technology to develop and test solutions; developing and maintaining training documents; and training end-users with an emphasis on why transactions are completed a certain way, not just the how transactions are completed.

    The successful candidate will be expected to work in the San Francisco office.



    • Handle complex Accounting functions:
    • analyzing GAAP and GASB issues, policies, procedures, statutes and presenting recommendations to management
    • act as the subject matter expert for FI$Cal accounting modules
    • gain and understand all budget, accounting and procurement transactions and the impact of the transactions on the systems
    • documenting new and/or changing process including change impact and system requirements for accounting
    • for each new upgrade to the FI$Cal system, develop and test solutions
    • developing and maintaining training documents
    • train end-users on accounting reports and queries
    • setup employee tables, project/activity and chart of account values
    • monitor user security and FI$Cal tickets
    • assist with entering activity sheets and running labor distribution
    • update FI$Cal reference in JCC HUB
    • Provide FI$Cal System support to programs working on accounting transactions
    • support programs with building their FI$Cal System expertise
    • exercise sound judgment that recognizes the best interests of the Judicial Branch
    • determine approach for utilizing the FI$Cal System
    • provide hands on transactional support to JCC programs
    • collaborating with programs to understand their unique business needs and practices
    • Acts as a resource for JCC staff on FI$Cal operational issues
    • Assist programs with creating desktop procedures
    • Review Job Aids for relevancy to JCC functions



    Bachelor's degree preferably in business, finance, accounting or a directly related field and five (5) years of professional exempt-level experience in financial analysis. Additional directly related experience and/or education may be substituted on a year-for-year basis.

    Possession of a Bachelor's degree in a directly related field such as accounting, finance, business, etc., may be substituted for one of the years of required experience.


    Two years as a Fiscal Analyst, in the assigned field, with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California Superior Court or California state-level government entity.

    $6,524 - $9,786 per month
