    The South Carolina Department of Administration's Executive Budget Office is seeking an experienced Budget/Research Analyst that will monitor, review, and analyze agency budgets and provide recommendations to Executive Budget Office management and gubernatorial staff to ensuring that the executive budget is aligned with the priorities established by the Governor's Office.


     Responsibilities of the Budget/Research Analyst :
    • Performs ad hoc analysis for executive and gubernatorial staffs, as requested, to ensure accurate data Is used, recommendations are based on sound reasoning, and requested timelines are met.  Gathers Information, identifies analysis methodologies, and prepares, develops, and submits written and graphic reports as assigned by executive or gubernatorial staff. Tracks the budget and pertinent legislation throughout the legislative cycle. 
    • Conducts routine analysis, to Include deficit monitoring, position management, end grants management, to ensure agency operations follow applicable state and federal laws.   Works with agencies throughout the year to address fiscal and operational Issues.  Reviews agency programs and processes to develop a thorough understanding of each agency.
    • Processes agency budget documents throughout the fiscal year, including special expenditure requests, transfers, FTE Management, etc. to ensure authorized funds are used in the manner prescribed by law.  Gathers Information from agencies as requested for statewide projects and surveys. 
    • Assists agencies in the development of performance metrics end analyzes the relationship between funding levels and agency activities and performance.  Monitors and evaluates agencies' performance of defined metrics throughout the fiscal year. Based on evaluation of funding levels and agency performance, makes recommendations regarding short and long-range plans for agency budgets to ensure resources are Identified and directed in an appropriate manner to accomplish the priorities established by the Governor's Office.

    MINIMUM AND ADDITIONAL REQUIREMENTS:

    Minimum Requirements for the Budget/Research Analyst 
    Bachelor's degree in Business Administration, Finance, Accounting, Economics, Political Science, or a related field with at least three (3) years of relevant experience conducting financial analysis, performing financial projections, or monitoring program performance.  A Master's degree in Business Administration, Public Administration, Finance, Accounting, or Economics may be substituted for up to two (2) years of relevant experience. An equivalent combination of education and experience may be considered with an approved equivalence by the Division of State Human Resources (DSHR).

    Additional Requirements for the Budget/Research Analyst 
    • Ability to Interpret and analyze complex financial data and reports.  
    • Ability to Interpret state and federal laws governing state finances and programs.  
    • Proficient In use of word processing and spreadsheet applications. 
    • Ability to communicate both orally and in writing
