    The primary role of the Office of State Planning and Budgeting (OSPB) is to provide the Governor with timely and complete information and recommendations so he can make sound public policy and budget decisions.  We are currently seeking an Economic and Revenue Analyst to join our team.  

    Description of Job

    The OSPB Economist is an applied economics position responsible for leading quantitative analysis on the state's revenue outlook and on other economic and fiscal issues. This position supports the development of OSPB's quarterly economic and revenue forecast for Colorado.

    Essential Duties and Responsibilities

    Economic and Revenue Forecasting and Analysis (50%)

    • Support development of OSPB's quarterly economic and revenue forecasts to inform policymakers and assist in budget preparation and planning
    • Develop econometric forecasting models and perform quantitative analysis in complex Excel spreadsheets
    • Write and edit sections of OSPB's quarterly economic and revenue outlook
    • Develop broad expertise on Colorado's economic and fiscal issues, especially factors influencing state revenue collections
    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about state revenues and economic conditions
     Tax Policy Analysis (30%)
    • Analyze policy proposals and legislation to determine impacts on state revenues
    • Recommend strategies to implement the Governor's tax policy priorities, including partnering with the legislative branch
    • Identify potential issues or concerns in ongoing legislation and recommend solutions
    • Monitor and provide written summaries of JBC meetings/hearings, and other legislative meetings/hearings
    • Conduct research into assigned issue areas, and prepare briefings as necessary
     Budget Development (20%)
    • Develop broad expertise into assigned departments' budgets, operations, and statutes
    • Review department's various budget requests and make recommendations to the OSPB Director and Deputy Director, as well as the Governor and Governor's Office leadership
    • Guide assigned departments to ensure accuracy of annual budget submissions to the General Assembly
    • Ensure accurate tracking of assigned departments' budget requests and appropriations through the use of existing systems and spreadsheets
    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about departments' budgets and operations
     Required Skills
    • Rich experience in quantitative analysis
    • Understanding of forecasting principles and best practices
    • Ability to research, compile, and comprehensively understand appropriate sources of data from various sources for economic and revenue analysis
    • Strong proficiency in Excel
    • Proficiency in E-views or other forecasting software preferred
    • Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
     Qualifications
    • Bachelor's or graduate degree in economics, statistics, public policy, social science research, public administration, or a related field required
    • 3-5 years of related work experience
