The Department of Finance and Management is seeking a multi-faceted and knowledgeable individual to serve as the Director of Budget and Management. This position is the State's highest-ranking classified employee in the subject area of the State's budget. This managerial position assists the Commissioner and Deputy Commissioner of Finance and Management in developing and monitoring the Governor's $6 billion annual budget recommendation and other fiscal legislation. The Director manages a team of highly skilled and trained budget analysts, who review department budget requests and analyze fiscal issues and must have strong supervisory skills. Part of this position entails synthesizing the work of the analysts to incorporate it into the larger budget priorities as identified by the Commissioner. The Director creates budget instructions and written guidance on various fiscal issues for State-wide use, in which clarity and sensibility are key to generating coherent and accurate responses from departmental finance offices. The Director also establishes policies and procedures to ensure proper and uniform budgeting practices are applied both in the central budget office and among departments' individual finance offices. The ability to interact regularly and professionally with financial directors in various departments, offering guidance and resolving disputes are essential aspects of the job. Furthermore, the Director may represent the Division of Budget and Management on technical budget and fiscal issues before the legislative appropriations committees.

Duties are performed in a standard office setting. Work outside of normal duty hours can be anticipated during budget development time. Disagreements may arise with officials of various departments regarding approvals to spend certain funds, timing and matching of expenditures, justifications necessary, etc. Testimony before legislative committees may be required.
Master's degree or higher AND four (4) years or more of professional level experience in accounting, budgeting, business administration, economics, finance or public administration INCLUDING two (2) or more years of supervisor experience.
Vermont Certified Public Accountant licensure AND four (4) years or more of professional level experience in accounting, budgeting, business administration, economics, finance or public administration INCLUDING two (2) or more years of supervisor experience.
Six (6) years or more of professional level experience in accounting, budgeting, business administration, economics, finance, or public administration INCLUDING two (2) years or more of supervisory experience.
