    The Government Performance Portfolio within Program
    Pew's government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States.

    The portfolio's work can be traced back to our founders' early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals. Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative approaches in addressing complex problems at the federal, state, and local levels. Current initiatives focus on health and human services, government management and budget, family economic stability, and safety and justice.

    Our teams explore and advance effective policy reforms using credible, timely, and accessible research, assessing public support for change, identifying approaches that have proved successful elsewhere, and bringing together diverse perspectives to find common ground. In addition, our teams use strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public.

    Project Overview
    The state fiscal health project helps states advance sound, data-driven policies and practices that build fiscally well-managed states.

    The project: 1) conducts independent and nonpartisan research that documents states' fiscal and economic challenges and opportunities to address them; 2) provides targeted technical assistance that helps state and local policymakers design and execute policies that improve their governments' long-term fiscal health; 3) designs and promotes fiscal management models and tools that help state and local government officials evaluate policy options; and 4) supports networks and seminars that engage and educate key stakeholders.

    Position Overview
    The manager oversees a team of analysts and outreach staff and collaborates with other project leadership in the development of research, advocacy, and communications strategies to help make state and local governments fiscally sound over the long term. The manager demonstrates an ability to collaborate effectively across functional teams and manages efforts to develop effective solutions to complex problems and has exceptionally strong people, management, communications, and organizational skills.

    The position, based in Pew's Washington, D.C., office, reports to the senior manager. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.


    • Manage and mentor project staff:
      • Guide development of staff annual performance plans;
      • Support staff development by using various approaches to improve staff skills and technical knowledge; and
      • Provide regular feedback for individual performance.
    • Work with the senior manager and director to develop, refine, and implement the project's strategy and tactics to improve how state and local government manage their finances over the long run.
    • Design and implement tailored tactics to help advance the project's policy goals.
    • Develop and maintain strong relationships with key partners (e.g., National Conference of State Legislatures, National Association of State Budget Officers, Government Accounting Standards Board), outside experts (e.g., S&P, Moody's and academics) and key constituencies in the issue area (e.g., policymakers, business leaders, civic organizations).
    • Participate in the development of research plans, manage the execution of research projects, and oversee the publication of final research products.
    • Draft press releases, op-eds, memos, and speeches to facilitate outreach to policymakers.
    • Coordinate with Pew communications staff on messaging and media strategy to help ensure that communication and outreach are well-designed components of the campaigns and serve broader institutional goals.
    • Serve as a high-level expert on state and local budget policy before key audiences. Serve as a media spokesperson for the project.
    • Facilitate cross-project communication on state policy development and advocacy strategies with project staff and partners on performance initiatives and, where appropriate, with other Pew initiatives.
    • Contribute to and participate in tasks of the project, as well as broader Pew projects and activities, as assigned.

    • Bachelor's degree is required, advanced degree in public policy or other relevant field strongly preferred.
    • At least eight years of applicable experience in the public policy arena. A knowledge of public finance and experience with policy development is desirable.
    • Minimum of two plus years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
    • Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
    • Exceptional writing and presentation skills. Demonstrated ability to work independently and collaboratively to produce a variety of written products for a range of audiences-including technical experts, policymakers, and the general public.
    • Ability to think strategically and creatively, adjust to changing circumstances, remain attentive to details and exercise sound judgment in problem-solving. Ability to develop and move complex projects forward with a high degree of independence within a creative, fast-paced, action-oriented, and collegial environment.
    • Demonstrated research and analytical skills applied to public policy issues, including an ability to synthesize and summarize large amounts of information and focus quickly on the essence of an issue.
    • Excellent time and project-management skills, including an ability to meet multiple deadlines by maintaining a high level of organization. Ability to establish a systematic course of action to ensure project completion.
    • Experience convening groups of policy makers, practitioners, stakeholders, researchers and other constituencies. Demonstrated ability to build relationships and support efforts to develop consensus and move toward a desired outcome.
    • Acute political awareness and non-partisan perspective and approach.

    This position requires regular domestic travel to meetings and conferences.
