The Government Performance Portfolio within Program Government performance, one of the five program portfolios at The Pew Charitable Trusts, identifies and advances effective approaches to improve policy at all levels of government. The portfolio's project teams conduct research on emerging topics, develop data-driven reports, and highlight innovative approaches in addressing complex problems. Initiatives currently focus on three key areas for federal, state, and local governments: (1) health and human services; (2) management and budget; and (3) safety and justice.
GP utilizes the basic tools required to explore and advance effective policy solutions at the federal, state, and local levels. These solutions include credible, timely, and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify and apply approaches that have proven successful elsewhere.
The GP portfolio is led by the vice president and head of government performance, with support from a vice president and senior directors who provide oversight over select projects and functions within the portfolio.
Pew-MacArthur Results First Initiative In the current fiscal environment, most states and local governments are facing tough budget choices and lacking the resources needed to support traditional levels of public services. Increasingly, policymakers seek combinations of programs and policies that will yield the greatest benefits in the most cost-effective way. The Pew-MacArthur Results First Initiative (Results First), a project of The Pew Charitable Trusts and the John D. and Catherine T. MacArthur Foundation, works with states and local governments to implement an innovative approach to evidence-based policymaking that helps them identify and invest in policies and programs that are proven to work. Results First promotes the use of evidence to help guide budget and policy decisions in states and counties by: conducting research on best practices in evidence-based policymaking and sharing it with partner jurisdictions and the larger field; developing practical tools for accessing and using evidence and building partners' capacity to implement them and interpret results; and helping state and county leaders understand the research and routinely incorporate evidence into their decision-making processes. Results First is working intensively in selected states and counties in targeted policy areas to embed benefit-cost analysis and related tools into policy and budget decision-making. This work is focused on both helping governments customize and implement innovative tools and linking their analyses to their policy and budget processes so that leaders can use the results to inform difficult decisions.
