    The Opportunity:
     The Washington State Department of Transportation (WSDOT) is seeking an Assistant Budget Director who can develop, advocate for, implement and monitor budget services for one of the largest state agencies. Serving as an assistant director and budget expert, this position will lead technical transportation program professionals to develop, analyze, propose, direct, implement, monitor, and evaluate agency financial policies and operational activities. This position will play a key role in leading and shepherding the budget decision-making process in a demanding era of competing needs and resources.
    This position will present significant challenges. In an environment where existing revenue sources struggle to keep pace with the growing demands on the transportation system, the Assistant Budget Director will be tasked with developing and monitoring agency financial policies and operational activities. These need to be consistent with the agency's strategic plan, legislative direction and executive goals and policies. Further, the incumbent will be responsible for coordinating data from complex financial systems to ensure that information is accurate and consistent. This information can and will be presented to a variety of audiences including agency executives and managers, Office of Financial Management (OFM) staff and legislative committee staff.
    Ideal Candidate Profile: 
    You will most likely have past experience working in a central budget office, a proven record of accomplishment for leading professional staff to develop and implement successful budgets, and working knowledge of the state legislative budget process and OFM guidelines. You are comfortable and have experience representing an organization, state agency or elected officials in public meetings or hearings, and have demonstrated an ability to advocate for solutions to complex issues in a political environment. You are not afraid of change and have experience leading organizations through successful transitions. In addition, your communication skills are outstanding, you are committed, and you are responsive to both internal and external customers. You would be interested in a position such as this because you enjoy a challenge and are not afraid to work hard. Finally, you are a contemporary leader who coaches and mentors staff with the goal of creating a dynamic and productive workplace that others look at as a model.
    An ideal candidate for this position will have:

    • A Bachelor's degree in Accounting, Finance, Statistics, Business, Public Administration or closely related field. A Master's degree in a related field is desirable.
    • At least 5 years of experience working in a large, centralized budget office.
    • At least 5 years of experience representing an organization, state agency or elected officials at various meetings or hearings and preparing recommended budget policies for executive review.
    • Previous experience leading budget and/or fiscal staff through a legislative budget cycle.
    • Previous experience developing budgets and material for executives, government entities and legislators.
    • Previous experience utilizing budget systems such as the Budget and Allotment Support System and OFM's Fiscal Note System.
    • Previous experience supervising staff and facilitating team development.
    • Skill in negotiation, advocacy, public relations, and conflict resolution.
    • Effective communication skills in both the written and verbal form. 
    • The ability to succinctly and effectively communicate complex financial matters to a general audience and to develop briefing documents generated for a decision-making process.
    • Advanced knowledge of project management principles, economic/revenue forecasts and bond issues.  
    • Intermediate to advanced technical skills. The ability to create complex and intricate documents in a variety of software such as Excel, Word and PowerPoint.
