    The Government Performance Portfolio within Program
    Government performance, one of the five program portfolios at The Pew Charitable Trusts, identifies and advances effective approaches to improve policy at all levels of government. The portfolio's project teams conduct research on emerging topics, develop data-driven reports, and highlight innovative approaches in addressing complex problems. Initiatives currently focus on three key areas for federal, state, and local governments: (1) health and human services; (2) management and budget; and (3) safety and justice.

    GP utilizes the basic tools required to explore and advance effective policy solutions at the federal, state, and local levels. These solutions include credible, timely, and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify and apply approaches that have proven successful elsewhere.

    The GP portfolio is led by the vice president and head of government performance, with support from a vice president and senior directors who provide oversight over select projects and functions within the portfolio.

    State Fiscal Health
    The state fiscal health project helps states advance sound, data-driven policies and practices that build fiscally well-managed states.

    The project: 1) conducts independent and nonpartisan research that documents states' fiscal and economic challenges and opportunities to address them; 2) provides targeted technical assistance that helps state and local policymakers design and execute policies that improve their governments' long-term fiscal health; 3) designs and promotes fiscal management models and tools that help state and local government officials evaluate policy options; and 4) supports networks and seminars that engage and educate key stakeholders.

    Position Overview
    As part of a team, the officer researches and analyzes state fiscal policy issues including improving policies to manage economic fluctuations and long-term revenue and spending trends. Using the research and analysis, the officer helps provide interested states with technical assistance on effective policies and practices. This position requires self-directed work and a significant amount of creative thinking. The ideal candidate has demonstrated an ability to collaborate effectively across functional teams and has collaborated to develop effective solutions to complex problems. In addition, the ideal candidate for this position has exceptionally strong people, communications, and organizational skills.

    This position reports to the manager, fiscal and economic policy, state fiscal health, and is based in Pew's Washington, DC office. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.



    Responsibilities

    • Work with project leadership to develop, refine, and implement the project's strategy and tactics to improve how states 1) measure and manage the impact of economic volatility on the budget, 2) determine the consequences that longer term trends will have on fiscal health, and 3) can implement policies that create budget sustainability now and in the future.
    • Serve as a leader on the team's research efforts, working in collaboration with other team members to develop, execute, and author digital and print products, including research reports, factsheets, infographics, and presentations.
    • Play a key role in communicating the team's evidence-based research findings through presentations, webinars, testimonies, and other speaking engagements.
    • Serve as a team leader in providing state-specific technical assistance as needed, including identifying and spearheading opportunities for engagement.
    • Help lead the team's development of original content through interviews, data analysis, writing, and editing.
    • Serve as a high-level expert on state budget issues before key audiences and the media, including serving as a spokesperson for the team's work as needed.
    • Identify and cultivate strategic relationships with policy makers, stakeholders, and vendors to advance the project's agenda and expertise.
    • Work with communication and outreach staff to convey the findings of the research to key audiences through in-person and online convenings and innovative online content.
    • Cultivate and maintain a broad knowledge of public policy discussions and research methodologies and practices. Participate in conferences, seminars, and other professional development activities to keep current in areas of focus.
    • Contribute to and participate in tasks of broader Pew-related projects and activities.


    Qualifications

    • Bachelor's degree required. Advanced degree preferred.
    • At least eight years of applicable research and policy experience including analytical and writing skills and previous experience implementing complex projects aimed at informing and advancing effective public policy. Previous experience working with state or local governments, or in an executive budget or legislative analyst office setting, is preferred.
    • Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
    • Experience synthesizing and summarizing large amounts of information, focusing quickly on the essence of an issue, as well as identifying, understanding, and integrating different policy perspectives.
    • Experience writing clear and cogent materials that synthesize policy issues for internal audiences, policymakers, the media, and the public with a non-partisan perspective and approach.
    • Experience collaborating with stakeholders in government, academia, and non-profits.
    • Ability to think strategically, critically and creatively; juggle multiple priorities; adjust to changing circumstances; organize time efficiently; remain attentive to details; and identify resources for projects.
    • Strong systems skills including Microsoft office products required; database and online research applications preferred.
    • Ability to work professionally and collegially within a creative, fast-paced corporate culture that emphasizes excellence and teamwork.
    • Demonstrated time and project management skills, including the ability to meet multiple deadlines by maintaining a high level of organization. Ability to set priorities and identify resources.

    Travel
    Moderate overnight travel for meetings and conferences is expected.
