    The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Controller. This position is located in Office of the Chief Financial Officer (OCFO), Washington Convention Sports Authority (WCSA).  The incumbent plans, directs, coordinates and controls all accounting related activities and functions of the WCSA; and is responsible for advising the Chief Financial Officer on the formulation, prescription and promulgation of financial management policies, standards, guidelines, controls and procedures. The incumbent is also responsible for the management of agency programs related to financial reporting and the formulation of financial management programs that increase efficiency and effectiveness.     Duties include, but are not limited to:
    • Monitoring and overseeing the design and development of financial components to assure compliance with Generally Accepted Accounting Principles (GAAP), District policies and procedures, and Federal rules and regulations
    • Establishing and documenting policies and procedures which ensure sound internal control structure for all processes and transactions within the WCSA
    • providing supervision and oversight in the preparation of financial data and reports as determined by WCSA's financial needs
    • Interpreting reports, statements, and financial data and preparing the monthly financial forecast which reflects the financial condition of WCSA and is used by program personnel for effective management and program planning
    • Overseeing accounting operations for a multi-division entity with multiple product lines and providing oversight of outsourced functions and ensuring revenue recognition is appropriate
    • Acting as a liaison on all internal and external audits, working to ensure audit concerns are addressed timely
    • Performs other related duties as assigned.

    MINIMUM QUALIFICATIONS:
    Seven (7) years of progressive experience performing the related duties and responsibilities such as analyzing technical accounting transactions and implementing GAAP guidelines; preparing financial reports for a large organization; and implementing policies and procedures. Two (2) years must include: serving as a strategic technical advisor for multiple divisions within a large organization; interacting with stakeholders at executive levels; overseeing accounting operations and policies; and management experience. Active Certified Public Accountant (CPA) certification is required.

    In addition – Applicant must have a bachelor's degree in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
