The primary role of the Office of State Planning and Budgeting (OSPB) is to provide the Governor with timely and complete information and recommendations so he can make sound public policy and budget decisions. We are currently seeking an Economic and Revenue Analyst to join our team.
Description of Job:
The OSPB Economic and Revenue Analyst is an applied economics position performing quantitative and qualitative analysis on the Colorado economy and on State revenue and fiscal issues. The Analyst will also perform budget and policy analysis for assigned departments.
Essential Duties and Responsibilities:
The primary responsibilities of this position fall into the following categories:
Economic and Revenue Forecasting and Analysis
Assist in developing quarterly economic and revenue forecasts to help the Budget Director and Governor in budget preparation and planning
Research, compile, and comprehensively understand appropriate data from various sources for economic and revenue analysis
Write and edit sections of OSPB's quarterly economic and revenue outlook
Perform forecasting functions in the E-Views software package, along with work in complex Excel spreadsheets
Budget and Policy Analysis
Develop broad expertise into assigned departments' budgets, operations, and statutes
Review department's various budget requests and make recommendations to the OSPB Director and Deputy Director, as well as the Governor and Governor's Office leadership
Guide assigned departments to ensure accuracy of annual budget submissions to the General Assembly
Ensure accurate tracking of assigned departments' budget requests and appropriations through the use of existing systems and spreadsheets
Respond to questions from the OSPB Director and Deputy Director, the Governor, Governor's Office leadership, legislators and legislative staff about departments' budgets and operations
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights:
Rich experience in statistical analysis and forecasting
Ability to research, compile, and comprehensively understand appropriate sources of data from various sources for economic and revenue analysis
Strong proficiency in Excel
Proficiency in E-views or other forecasting software
Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
Training in econometrics and data analysis, including in-depth understanding of forecasting principles and time-series/econometric modeling techniques
Bachelor's degree or higher in economics, statistics, public policy, social science research, public administration, or a related field
At least two years' work experience preferred in an analytical and quantitative role in business, economics, or related field
Attention to detail
