    Position Description

    Seattle Public Utilities (SPU) is looking to hire a highly driven and successful Fiscal & Policy Advisor (Strategic Advisor 1) for its Budget team within the Finance Division. The Fiscal & Policy Advisor will be a key lead/point-of-contact to SPU's Water, Drainage & Wastewater, and Solid Waste Lines of Business (LOB's). This position reports to the Budget Manager.

    Job Responsibilities

    Here are some of the things you will be doing in this role:

    • Provide technical and strategic support, strong financial analysis, and advice in developing and evaluating the LOB's operating budget, capital budget, and spending plans. 
    • Analyze the financial implications of operational choices, develop policy alternatives, and make recommendations to senior management. 
    • Expected to learn and understand the practical operational needs of the utility in order to accurately communicate potential impacts of financial policy recommendations. 
    • Lead and be responsible for key processes for both spending plan and budget development efforts. 
    • Use knowledge of budget, rates, accounting, and apply a political and equitable lens to provide solutions to complex financial problems. 
    • Lead routine processes for monthly and quarterly reporting, forecasts and deliverables. 
    • Effectively build positive relationships and knowledge with all levels across the Utility, CBO, and partner departments. 
    • Demonstrated ability to work independently, manage multiple priorities, and meet pressured deadlines to satisfy budget and financial requirements.

    Qualifications

    Minimum Qualifications:   

    • Five (5) years of professional experience in public administration, budget, finance, or other related work;
    • Bachelor's degree in business, public administration, finance, or other related field 
    A combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class will be considered.
    You will be most successful in this role if you possess one or more of the following:  
    • IBM Cognos TM1, and/or Peoplesoft experience
    • Public sector work experience
    • Graduate degree in public administration, business, or finance
    • Strong analytical, and Excel and PowerPoint experience (and other MS software). 
    • Excellent written and verbal communication skills including demonstrated ability to prepare and present reports. 
    • Reliable and self-motivated, yet able to work in a team environment with the ability to collaborate and motivate others.

    Workplace Environment (*Telework Expectation):   
    Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic and Covid-19 state and local restrictions, hybrid telework/office work will be available until at least the fall of 2021; consistent with HR guidelines, and as circumstances dictate. We continue to seek guidance from local public health agencies and will proceed accordingly with any necessary changed or needs regarding "workplace location" expectations.
