    The DOTI Finance and Administration Division is seeking two highly motivated and detail-oriented individuals to join our team as Fiscal Administrator I within the Operating Budget and Capital Finance units. 

    • The Capital Finance Team was created to facilitate smart budget and financial decision-making and responsible fund management of an expanding capital project portfolio. The Capital Finance Team's mission is to deliver effective financial reporting, analysis, and oversight of capital programs to facilitate cost-efficient capital budget planning and management.
    • The Operating Budget Team oversees the effective management, forecasting, and analysis of DOTI's $125 million General Fund budget, $130 million Wastewater Enterprise Fund budget, as well as a handful of special revenue funds, DOTI's asphalt plant internal service fund, and trust funds.

     Job duties and responsibilities of this position include, but are not limited to, the following:

    • Contribute to the monthly reporting and analysis of capital programs and projects, including data compilation and analysis related to capital budgets, expenditures, and performance metrics
    • Provide expenditure forecasting, budget oversight, variance analysis, and financial modeling
    • Regularly review and audit capital funds to ensure that DOTI's financial activities are managed efficiently, effectively, and in compliance with all City fiscal rules and policies
    • Assist in the annual capital budget process, including review of budget workplans, allocation of program funds, evaluation of spending needs, cost-benefit analysis, and cross-division collaboration and teamwork
    • Frequent communication and collaboration with other DOTI divisions and City agencies to better manage financial aspects of capital programs and projects, including cooperative review and administrative support of program portfolios and implementation of budget and finance training
    • Create and implement policies and procedures to guarantee responsible and effective financial management of capital programs and to create an efficient workflow
    • Perform other related duties as assigned

    The Operating Budget team has an opening for a (unlimited) Fiscal Administrator I
     Job duties and responsibilities of this position include, but are not limited to, the following:

    • Support DOTI's operating budget manager in the management of DOTI's general and enterprise funds to ensure a balanced budget
    • Lead the operating budget team on the daily management of all DOTI funds to ensure consistent and efficient fiscal administration throughout the agency and compliance with all city fiscal rules and policies
    • Perform financial analysis, forecasting and modeling of DOTI's expenditures of the general and enterprise funds based on divisional performance metrics
    • Incorporate revenue, personnel/compensation and expenditure financial analysis prepared by other team members to provide a comprehensive reporting package to DOTI management
    • Communicate and collaborate frequently with DOTI division directors and managers to coordinate budget with operational activities and create spend plans
    • Implement budget/finance training, policies, and procedures to improve workflows within DOTI Finance & Administration as well as in conjunction with other city agencies such as General Services Purchasing, Budget Management Office and Controller's Office.
    • Monitor, champion and help implement process improvements
    • Perform other related duties as assigned

    • Experience utilizing financial systems and data analysis and reporting tools
    • Experience with budget development and management, as well as financial analysis
    • Aptitude for understanding and communicating business processes
    • The ability to present clean, polished, and professional work product and a creative approach to presentation design
    • Excellent and versatile communication, both written and verbal, and strong interpersonal skills with executive management, project and program managers, and administrative staff alike
    • The ability to think strategically while paying attention to details
    • Is naturally curious and able to identify risks and opportunities for innovation and process improvement
    • Motivated self-starter who can carry out assignments with substantial independence and able to complete multiple tasks with varying deadlines while remaining organized
    • Has a growth mindset and ability to solve complex problems efficiently and effectively

    • Education requirement: Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or a related field.
    • Experience Requirement: Three (3) years of full performance, professional level experience overseeing and administering functional or operational aspects of fiscal business operations.
    • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
    • Additional appropriate education may be substituted for the minimum experience requirements.
    • License/Certifications: None
