    The Governor's Office of State Planning and Budgeting (OSPB) advises the Governor on complex budget and policy issues. OSPB manages all aspects of the state's budget and seeks to leverage it to the benefit of all Coloradans.

    What you will do: Provide insight on Colorado's economy and how it affects the state's fiscal outlook. Analyze state tax policies and revenue trends and make recommendations to policymakers. Manage the budget of one or more state agencies, identify and advance creative, cost-effective, and evidence-based solutions to public policy problems. Provide rigorous quantitative and qualitative analyses on the major issues facing our state and communicate results and recommendations to policymakers. OSPB analysts are expected to become leading experts on the issues and agencies in their portfolios.

    Specific Responsibilities: 

    Economic and Revenue Analysis and Forecasting (50%)

    • Support development of OSPB's quarterly economic and revenue forecasts to inform policymakers and assist in budget preparation and planning
    • Research and report on Colorado's economic and fiscal issues, especially factors influencing state economic performance and revenue collections
    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about state revenues and economic conditions 

    Budget Development (40%)

    • Develop broad expertise into assigned departments' budgets, operations, and statutes
    • Review departments' various budget requests and make recommendations to the OSPB Director and Deputy Directors, as well as the Governor and Senior Staff
    • Ensure accurate tracking of assigned departments' budget requests and appropriations through the use of existing systems and spreadsheets
    • Respond to questions from OSPB's Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about departmental budgets and operations

    Tax Policy Analysis (10%)

    • Analyze tax policy proposals and legislation to determine impacts on state revenues
    • Recommend strategies to implement the Governor's tax policy priorities, including partnering with the legislative branch
    • Identify potential issues or concerns in ongoing legislation and recommend solutions
    • Conduct research into assigned issue areas, and prepare briefings as necessary

    Bonus points for: 

    • Graduate degree in economics, business, public policy or administration, political science, or related field
    • Experience with Eviews, R, Stata, or other statistical software
    • Understanding of forecasting principles and best practices
    • Prior experience with public budgeting and/or policy
