    The State of Connecticut Department of Economic and Community Development (DECD) is responsible for strengthening the state's competitive position in all areas of economic development, community development, tourism and culture. DECD is currently seeking a State Program Manager!
     
    On June 22, 2021, Governor Ned Lamont signed legislation that legalized and regulates the adult use of cannabis in Connecticut. The legislation made comprehensive change to create a novel and substantial regulatory and economic development apparatus within government to operationalize the equitable and responsible legalization of adult-use cannabis.  
     
    The position will serve the newly formed Social Equity Council (SEC). The SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses, businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. The SEC is led by an Executive Director and is overseen by a council comprising appointees by the legislature, Governor, and other elected officials. 
     
    The DECD provides financial, technical, and workforce development assistance to municipalities, businesses, community development, tourism, culture, and arts organizations in Connecticut.  

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of professional experience.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment. 

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    2. A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

    3. Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

    PREFERRED QUALIFICATIONS

    • Experience in analyzing profit and loss statements
    • Experience with the legislative process 
    • Experience with report writing and creating presentations 
    • Experience working with boards, commissions or councils  
    • Experience working with businesses, reviewing business documents, evaluating business plans and advising on business structure
    • Experience in project management
    • Experience with quality assurance and compliance
    • Experience with Microsoft 365 Teams, Outlook, Word, Excel and PowerPoint


    Position Details
    Location: 450 Columbus Boulevard, Hartford, CT.  For administrative purposes the SEC is located at the DECD.
    Hours: 40 hour per week | Monday-Friday, however, must be flexible in order to meet the needs of the agency.
