    Summary Of Duties:
    ​​The Thurston County Auditor's office is seeking a professional, reliable and confident Grant Manager to provide administrative and technical oversight to grant-related programs in offices and departments of Thurston County.  The Grant Manager assists county offices and departments in developing, planning and coordinating county-wide resource needs related to grants. Resources are defined as funding, program development, staff, and equipment.

    Key responsibilities of this position include monitoring compliance with federal, state and local regulations, coordinating budgets and funding sources, researching relevant grant opportunities, helping in the preparation and submission of grant applications, projecting future obligations, reporting on project status, and assisting on project closures. Uses independent judgment in the technical aspects regarding program eligibility, guidelines, and implementation to be in compliance with grant provisions.

    Other position components may include, but would not be limited to the following:
    • Coordinates budget development, allowable direct and indirect costs, funding allocations, and appropriate approvals. Working with internal auditor, responsibilities may include compliance evaluations related to local, state, and federal auditing requirements.  Advises offices and departments on matters regarding the selection, planning, and implementation of grant-funded programs.
    • Researches and identifies grant opportunities relevant to Thurston County's goals, objectives, and long range plan. Identifies potential programs, training, and equipment available through grant resources or alternative funding.
    • Develops policies and procedures to ensure grant and contract compliance.
    • Analyzes complex federal, state, and local standards related to grant management.
    • Evaluates contract requirements to ensure requirements are being met, monitors quality of deliverables, and tracks overall performance. Advises management when offices and departments or contractors are not in compliance.
    • Analyzes current grant-funded programs and advises methods to achieve growth and sustainability.
    • In case of emergency, is the subject matter expert or point of contact with Federal Emergency Management Agency (FEMA) to maximize reimbursement dollars to the County.

    Qualifications:

    • A Bachelor's Degree in Business, Communications, English, Public Administration, Sociology, Planning, or related field.  Additional relevant experience may be substituted for up to two years of education.
    • Two years of experience in the planning, administration or delivery of human services and closely related program work including at least one year of grant writing.  Experience working with FEMA grants is highly desirable.
    • Requires a high level of proficiency in a variety of related software programs, including word processing and spreadsheet programs.
    • Must have current Washington State driver's license.
