    JOB DUTIES/QUALIFICATIONS

    The Department of Planning and Budget (DPB) advises the Governor, Governor's staff, and cabinet secretaries on fiscal, policy, and programmatic issues. In addition, DPB analysts work closely with state agencies to ensure program spending remains within available resources and abides by relevant laws. DPB provides the General Assembly with an objective assessment of the potential fiscal impact of legislation being considered in each session.

    DPB is seeking a dynamic individual to join our team as a junior level budget and policy analyst. This individual will work in one of DPB's budget divisions where they will become a subject matter expert on assigned state agencies. Initially, this new analyst will be paired with a mentor to assist them in gaining knowledge and experience. In time, this analyst will be expected to work independently while still being a contributing member of the division and agency. Accordingly, a successful candidate must be able to work well within a team centered environment while being self-reliant.

    Job duties will include reviewing and making recommendations on budget and policy issues, conducting detailed short- and long-range budget analysis, communicating through both oral and written means, developing a thorough knowledge of state government operations, and working with assigned agencies to collect and disseminate information. The successful candidate will develop the skills and knowledge base to progress toward gaining independent agency assignments with minimal oversight. The position is intended to provide the candidate with the opportunity to advance in the agency upon satisfactorily demonstrating the above knowledge, skills, and abilities and to continue advancing as these skills become more developed and refined.

    The candidate also will be able to develop in-depth analysis and provide rapid responses when necessary. The successful candidate also must be able to multi-task effectively and be comfortable making recommendations with limited information.

    The successful candidate must possess the following:

    • Professional level training or experience in public administration, business administration, or state government operations.
    • Understanding of the principles of planning, budgeting, policy analysis, and/or financial management.
    • Evidence of the ability to communicate effectively with individuals at various levels of an organization both orally and in writing.
    • Evidence of the ability to perform in-depth analysis and communicate creative recommendations.
    • Evidence of the ability to handle multiple assignments simultaneously under aggressive deadlines.
    • Evidence of the ability to prepare and present analysis using automated software such as Microsoft Word and Excel or similar software.

    Applicants selected for an interview may be given a topic about which they will be asked to complete a work sample demonstrating their writing, analytical, and communication skills as part of the interview process. If utilized as part of the interview process, candidates should expect probing questions from panel members regarding the work sample during the interview process.

    The Virginia Department of Planning and Budget offers telework options to its employees to address work life balance issues. The amount of and schedule for telework offered to employees varies depending upon the needs of our customers (Governor's office and Cabinet, state agencies, and General Assembly) and the amount of time that staff may need to be at the physical workspace to address these needs, and other external factors such as inclement weather or health concerns.
