This position is responsible for budget leadership by providing financial and non-financial data analysis for budgetary development and control, management reporting, and institutional decision making. Also responsible for preparing basic financial reports including narrative statements supporting financial data; reconciling and maintaining account balances within the fiscal system including general and subsidiary ledger accounts; performing internal audit functions and ensuring that proper controls are used; and ensuring compliance with fiscal policies and procedures is maintained. This is a twelve month, 100% of full-time exempt position.
The Budgeting Manager is responsible for developing, organizing and performing budget activities, data extraction and analysis, financial account reconciliations, and internal and external reporting duties under the direction of the Vice President of Administrative Services.

- Conduct budget and accounting data analysis and compile numerical and/or narrative information from multiple sources to provide summarized management information such as trend analysis, ratios, comparisons, variances, forecasts, and projections in the form of narrative reports, graphs, tables and charts;
- Develop and use complex computerized systems, databases, and report writing queries to extract, evaluate, summarize and report data related to the fiscal and non-fiscal operation of the college such as operating and capital budget activity, revenue and expense trends, employee position and salary information; and instructional program costs;
- Assist in identifying financial and non-financial criteria to measure the effectiveness of instructional and non-instructional programs. Maintain a set of standard reports for use in program cost evaluation;
- Coordinate and assist in the development of the College annual operating and capital budgets within the prescribed state regulations and limitations and maintain computerized systems to support budget functions;
- Develop and recommend College budget policies and procedures in conjunction with College management; provide for common understanding of the budget development, monitoring and reporting process throughout the College by providing staff training and information;
- Develop and implement technical budget monitoring and control strategies, including the maintenance and accuracy of budget data and the regular distribution of departmental budget information to ensure department budgets are within constraints of the College budget and comply with state regulations;
- Establish, monitor, evaluate and improve processes and procedures ensuring alignment with the College's mission, vision, and guiding principles, as well as compliance with local, state, and federal laws and regulations; Maintain current knowledge of regulations;
- Prepare financial and non-financial analysis and reports for both internal and external purposes as necessary; ensuring all reporting requirements are met within the required timelines;
- Prepare confidential financial and/or numerical analysis related to such areas as collective bargaining negotiations and instructional program viability;
- Integrate budgeting and financial planning into the College's strategic planning process;
- Coordinate and complete periodic risk assessment and internal control audits. Make recommendations to improve systems and processes based on audits and best practice principles;
- Consult on other campus information-gathering efforts and serve as a resource for proposal writing and data analysis;
- Maintain budget and financial information to be used in management reporting, provide budget and financial data and reports requested from government agencies and commercial organizations (e.g., the State Board of Community and Technical Colleges (SBCTC), Integrated Post-Secondary Education Data System (IPEDS) reports, College guidebook surveys, etc.);
- Respond to ad-hoc requests for fiscal and non-fiscal institutional and program level data;
- Analyze fiscal data;
- Assist in the fiscal year closing of financial records;
- Assist with annual financial audit;
- Maintain the capital fixed asset system and the financial reporting of equipment, buildings, real estate, and lease/purchase arrangements including the management of bi-annual physical inventories, investigate, analyze, recommend solutions and/or resolve accounting problems for fixed assets;
- Interpret institutional, state and federal fiscal policies;
- Prepare and manage the annual budget for the Budget functional area;
- May assist in the preparation and maintenance of Human Resources budgets;
- May lead or direct the work of clerical, temporary and student staff members;
- Perform other duties as assigned.
- Knowledge of business and management principles involved in strategic planning, resource allocation, and human resources modeling;
- Some knowledge of predictive analytics and financial modeling.
