Budget Reporting Advisor

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Budget Reporting Advisor. This position is located in the Office of the Chief Financial Officer, Office of Budget and Planning, Financial Planning Analysis and Management Services. The incumbent is responsible for ensuring that the OCFO meets the reporting requirements of the District's Anti-Deficiency Act of 2002 and determining whether any agencies have violated any provisions. The incumbent is also responsible for producing accurate and timely financial reports to the Mayor, Council, and other stakeholders on a monthly or as needed basis.
Duties include, but are not limited to:
- Analyzing budget and spending plans vs. actual operating results for all funding sources using the District's financial management and reporting systems.
- Monitors the District's over $10 billion general operating funds budget.
- Implements budgetary controls within the District's financial management system.
- Prepares the Financial Plan. Develops guidelines and procedures for agencies to follow aligning the requirements of compliance of agency budgets to the requirements of the Anti-Deficiency Act.
- Assists in the development of replacement financial systems.
- Facilitates the review process of agencies budgets/spending plans.
- Monitors and tracks actual spending versus projected spending and notifies appropriate staff requesting reasoning for potential overspending to forward to supervisory staff for review.
- Performs other related duties as assigned.
Minimum Qualifications: Six (6) years of progressive experience performing duties and responsibilities such as developing and monitoring a large-scale budget and financial plan; conducting financial analysis and preparing financial reports; and the ability to build and maintain successful business relationships with internal and external stakeholders. Incumbent must also have an expert level of knowledge of budget and financial management concepts, principals, and laws. Oracle, Hyperion, and Tableau experience preferred.
