    OVERVIEW
    The Judicial Council of California is accepting applications for the position of a Construction Contracts Analyst (Fiscal Analyst) in the Facilities Contracts unit for the Branch Accounting and Procurement (BAP) office.

    The Construction Contracts Analyst will work with all levels of JCC staff and managers to draft and administer facility-related solicitations for services in accordance with JCC policies and within funding constraints. In addition, draft, issue, and award contracts, work, or task orders, amendments, construction change orders, and other facility-related agreements. The successful candidate will enter Contracts and Purchase Orders into the FI$Cal system and provide facility-related contractual support, as needed. This position will provide general administration, including responding to public information requests related to facility-related contracts and training and participate in the build-out of a new vendor management program.

    The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence during the duration of the agency's Hybrid Work Pilot Program.

    RESPONSIBILITIES
    • Draft and administer facility-related solicitations, including Requests for Proposals ("RFP"), for services in accordance with applicable contracting manual requirements.
    o Draft solicitation documents, including the RFP, RFP Schedule, Statement of Work, Contract Terms and Conditions, and other documents so they provide potential proposers a clear understanding of the requested services or products, and so the documents meet all the needs of the requestor and conform to policy, standards, and guidelines.
    o Compile a list of potential proposers using input from the Project Manager or by searching the internet.
    • Draft, issue, and award contracts, work orders, task orders, service work orders, amendments, construction change orders, intra-branch agreements, and other facility-related agreements ("Contract documents") as assigned.
    • Assigned contracts are for any facility-related services (excluding goods) which the JCC may need. These Contracts are with individual proprietors, suppliers/vendors, Counties, Superior Courts, and legal firms, to name a few.
    o Receive assignments via FI$Cal, and review attachments to ensure necessary documentation is included. If needed, communicate with Facilities Services staff regarding any missing information.
    o Review the specifications for the project and determine the type of contract and language that best meets the needs of the JCC and the requestor. Draft the document.
    • Offer contract support, functioning as a subject matter expert.
    o Communicate with JCC Project Managers and others to capture or clarify objectives and research industry or prior history to ensure understanding of requirements and to obtain necessary approvals, before finalizing any solicitation or contract documents.
    o Serve as a contracting subject matter expert for JCC staff by addressing inquiries, resolving issues, and offering guidance.
    • Provide general administration, including responding to public requests for information related to facility-related contracts and training.
    o Maintain accurate and current data in FI$Cal and track assignment status in Excel spreadsheet.
    o Comply with Public Access to Judicial Administrative Records (PAJAR) requests by providing documents in accordance with Rule of Court 10.500 to the public access shared folder.
    • Provide various services related to Vendor Management.
    o Research potential vendors via the Internet, trade associations, and professional contacts.
    o Contact current, past, and potential vendors to raise awareness of business opportunities, encourage participation in solicitations, and maintain competition.


    MINIMUM QUALIFICATIONS
    EDUCATION AND EXPERIENCE
    Bachelor's degree, preferably in business, finance accounting, or a directly related field, and three (3) years of professional experience in contract administration, accounting, finance, or budgetary. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

    OR

    Juris doctor, master's of business administration, or master's degree in a directly related field for the
    assigned discipline such as finance or accountancy.

    OR

    Two years as an Associate Fiscal Analyst, in the assigned field, with the Judicial Council of
    California or two years of experience performing the duties of a class comparable in the level of
    responsibility to that of an Associate Fiscal Analyst in a California Superior Court or California
    state-level government entity.

    Desirable Qualifications:
    • Experience in Contract Administration
