    Important: The FBA hiring process includes three phases to provide interested candidates an opportunity to demonstrate the skills and abilities needed to perform FBA duties.


    Phase I - Application Screening

    Application packages will be screened to ensure all materials (as described in How to Apply) were submitted accurately and timely.

    Additionally, applications will be screened to ensure candidates have critical skills, knowledge, competencies, and minimum qualifications that demonstrate potential success as a Finance Budget Analyst. Those candidates who pass Phase I will be invited to participate in Phase II. Phase I is tentatively scheduled for March 8th – March 19th.


    Phase II - Writing/Math Exercise (In-person)

    Candidates who complete Phase I will be invited to participate in a written exercise that assesses the candidate's writing and math competencies. The writing/math exercise is tentatively scheduled for mid-April and will be held in person at the Department of Finance located at 915 L Street, Sacramento, CA 95814. Candidates who pass the written exercise will be invited to Phase III.


    Phase III - Hiring Interview (Virtual)

    Hiring interviews will be scheduled with representatives from the budget units. Successful candidates are either hired or placed in a hiring pool for future consideration. Placement in the pool does not guarantee an appointment to an FBA position. The hiring interviews are tentatively scheduled for late April to early May and will be held via Zoom.

    Responsibilities:

    • Prepare baseline Planning Estimates.
    • Develop baseline adjustments.  Analyze departmental proposed baseline adjustments and make recommendations for adjustments.
    • Develop Finance Budget Change Proposals.  Develop policy issues and make recommendations.
    • Review departmental Budget Change Proposals.  Prepare written analyses that identify issues, alternatives, consequences, and make recommendations.
    • Prepare written analyses and make oral presentations and recommendations to all supervisory levels.  Defend analysis and recommendations with Directors, Agency Secretaries and Constitutional Officers, as required.
    • Through daily contact with programs, the analyst can identify problems or potential problems early.  The analyst makes recommendations regarding the administration or fiscal impact of programs and exercises initiative to correct or advise on matters where the analyst has authority and where appropriate.  The analyst identifies problems for action by the Director of Finance and Governor's Office where appropriate.
    • The analyst responds to issues raised by the Administration and provides program and policy analysis as well as fiscal analysis and financial information where appropriate.  The response may be immediate, or the analyst may be called on to investigate the issue, develop information and prepare a complete written analysis.
    • Represents the Administration before public or private interest groups and agencies, or on policy task forces, etc.
    • Analyze legislation for fiscal effects (identify State costs, local mandated costs, revenue effects, etc.).  Make recommendations for the Administration to take a position on the legislation.  Meet with legislative staff and legislators regarding fiscal analyses, identifying or proposing amendments where necessary.
    • Analyze significant issues and identify problems in need of statutory change.  Develop legislation and proposals for the Administration.

    Minimum Qualifications:

    Finance Budget Analyst

    Either I

    Experience: One year of experience in the California state service performing the duties comparable in level of responsibility of a Junior Staff Analyst, Range B. Persons applying experience toward this pattern must have had a full-time assignment in the California state service preparing, justifying, and analyzing, or controlling and administering budgets or budgetary programs or analysis and forecasting of revenues.

    Or II

    Education: Possession of a master's degree in any field.

    Or III

    Experience: Two years of progressively responsible experience with duties involving the preparation, justification, and analysis or the control and administration of a budget or budgetary program or analysis and forecasting of revenues. (One year of graduate work in any field may be substituted for one year of the required experience.)

    And

    Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

    Staff Finance Budget Analyst

    Either I

    Experience: One year of experience in the California state service performing the duties of a Finance Budget Analyst, Range B.

    Or II

    Experience: Two years of experience involving justifying and analyzing or controlling and administering budgets or budgetary programs, or analysis and forecasting of revenues.

    And

    Education: Possession of a master's degree in any field.

    Or III

    Experience: Four years of progressively responsible experience with duties involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program, or analysis and forecasting of revenues. (One year of graduate work in any field may be substituted for one year of the required experience.)

    And

    Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)


    Staff Services Analyst:

    Candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.

    Equivalent to completion of the 12th grade; and

    Four years of experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis.

    • Other – Applicants must submit a copy of degree or copy of unofficial transcripts showing degree obtained or current school status.  If you are using an international degree to meet the minimum qualifications, you must also submit a U.S. Equivalency Report.
