    OVERVIEW 
    The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for our Budget Services office.


    The Senior Fiscal Analyst will perform advanced budgetary, technical, and analytical responsibilities related to the administration of highly complex judicial branch funds. This position will be responsible for performing regularly calandared fund condition and cash flow analysis. In addition, this position will assist management with special projects related to fiscal management responsbilities. Fund complexity is determined by the number of revenue streams and appropriations, plus the number of allocations within appropriations. The Senior Fiscal Analyst will forecast multi-year projections and monitor the assigned funds to ensure that all transactions within the funds are consistent with the guidelines included in the Department of Finance's Manual of State Funds and applicable statute, and that expenditures are within approved appropriations. The incumbent will ensure all reporting requirements on fund conditions are met timely and identify any potential fund solvency issues for leadership review and action.

    The successful candidate will be expected to work in the Judicial Council's San Francisco or Sacramento office. Hybrid work options for employees who live in areas surrounding these locations may be considered.

    RESPONSIBILITIES

    • Monitor, review, and prepare complex multi-year forecasts of revenues for assigned funds. Track and monitor restricted revenue and ensure that the use of restricted revenue is consistent with all applicable statutes. Evaluate revenue projection methodologies that will be utilized to perform revenue forecasts for assigned funds, as a result of legislative changes, establishment or elimination of programs, or changes in revenue streams that support the funds, as needed. 
    • Prepare, maintain, review, analyze, and reconcile fund condition statements, cash flow statements, and other financial statements and reports to judicial branch funds, as assigned. Consolidate data and information from various sources and prepare summary reports to the Judicial Council and its advisory bodies, Judicial Council leadership, and others as needed to assist the policy-making bodies in making data driven and well-informed decisions. Perform year-end forecasts for fund expenditures and revenue accruals to provide to accounting for preparation of year-end financial statements for assigned funds.
    • Perform research and analyses and provide custom reports, analyses, and information to various stakeholders such as the Department of Finance (DOF), the Legislative Analyst's Office, and the State Controller's Office. Draft Budget Change Proposals (BCPs) related to funds, revenues, and appropriations for submission to DOF. 
    • Monitor and review all receipts and expenditures from local courthouse construction funds for the counties with outstanding bond indebtedness per Government Code section 70403. 
    • Provide specialized technical support to Judicial Council advisory committees and their subcommittees and working groups such as the Trial Court Budget Advisory Committee and the Revenue and Expenditure Subcommittee.


    MINIMUM QUALIFICATIONS 

    Bachelor's degree, preferably in business, finance, accounting or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. Possession of a bachelor's degree in a directly related field such as accounting, finance, business, etc., may be substituted for one of the years of required experience. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

    OR 

    Juris doctor, Master of Business Administration, or master's degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one (1) year of experience as identified above. 

    OR 

    One year as a Fiscal Analyst, in the assigned field, with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California Superior Court or California state-level government entity.

    DESIRABLE QUALIFICATIONS

    •    Knowledge of the state budget process and financial forecasting methods.
    •    Excellent Excel skills.
    •    Experience with Power BI.
    •    Experience presenting financial information to management and executives.
    •    Strong written and oral communication skills.

    $7,485.00 - $11,228.00 per month
