    Budget & Policy Analyst

    DEPARTMENT INFORMATION:

    The Governor’s Office of State Planning and Budgeting (OSPB) advises the Governor on complex budget and policy issues. OSPB manages all aspects of the state’s budget and seeks to leverage it to the benefit of all Coloradans. OSPB staff works at the cutting edge of the state issues, works closely with agency leadership throughout the state, and provides deep analysis of the tradeoffs needed to make strong budgetary decisions for the Governor.

    OSPB staff are first and foremost dedicated to the development of creative and sound budgetary decisions that allow the Governor and state to achieve the goals within a sound fiscal framework. OSPB staff play critical roles in evaluating budget and policy to provide the fiscal analytical analysis needed for senior staff to understand the tradeoffs of various decisions.

    Salary: $2,555.54 - $2,946.47 Biweekly
                $66,444.04 - $76,608.22 Annually

    DESCRIPTION OF JOB:

    Position Title: Budget and Policy Analyst
    Salary Hiring Range: $66,444 - $76,608 Annually

    Programmatic Duties and Responsibilities 
    Budget Analysis
    • Develop broad expertise on assigned departments' budgets, operations, and statutes
    • Review departments' various budget requests and make recommendations to the OSPB Director and Deputy Directors, as well as the Governor and  Senior Staff
    • Respond to questions from OSPB’s Director and Deputy Directors, the Governor, Governor's Office leadership, legislators and legislative staff about departmental budgets and operations
    • Ensure accurate tracking of assigned departments' budget requests and appropriations through the use of existing systems and databases
    Policy Analysis
    • Recommend strategies to implement the Governor's budget priorities, including partnering with the legislative branch
    • Recommend program or policy changes to improve performance and / or service delivery in assigned areas
    • Track ongoing legislation during the legislative session, identify potential issues or concerns, and recommend solutions
    • Conduct research into assigned issue areas, and prepare briefings as necessary
    • Monitor and provide written summaries of JBC meetings/hearings, and other legislative meetings/hearings
    • Work with the Governor’s Policy and Legislative teams and a diverse group of external stakeholders to develop policy solutions in assigned issue areas
    Department Oversight
    • Counsel assigned department on means of addressing programmatic needs
    • Counsel departments in the drafting of requests for changes in funding
    • Work with departments to assess data and evidence associated with department programs and develop performance objectives and measures
    • Advocate on behalf of the Governor and assigned departments to promote enactment of executive budget requests
    • Manage communications between departments and Joint Budget Committee staff
    • Ensure that objectives and measures align with the Governor's policy objectives
    • Participate in special projects to improve the management of State operations
    Other Duties and Responsibilities:
    • Make continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service
    • Participate in project teams as required
    • Participate in conferences and workshops as required
    • Other duties as requested and required
     

    MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS:

    Minimum Qualifications:
    Relevant professional or academic experience with complex budget and/or policy analysis
    2-5 years relatable experience
    Ability to synthesize complex data and information from a wide variety of sources
    Exceptional quantitative analysis and reasoning skills
    Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely

    Preferred Qualifications:
    Bachelor's degree in a related field (public administration, public policy, economics, accounting, business administration, or a related field) desirable but not required.

    Conditions of Employment

    Applicants must pass a thorough background check prior to employment.

    Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19 and may be required to submit to regular serial testing. Upon hire, new employees will have three (3) business days to provide attestation to their COVID-19 vaccination status with proof of vaccination.  Testing, if required, will take place in-person and will be considered paid work time. Note: Currently, “Fully vaccinated” means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, all as defined by the State of Colorado’s Public Health Order and guidance issued by the Colorado Department of Public Health & Environment. The definition of “fully vaccinated” may be changed and updated to include additional doses and/or manufacturer types of vaccination.
