    The State of Connecticut, Department of Public Health is hiring!
    The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individuals to join our team as Associate Fiscal/Administrative Officers. These positions will be leaders within our Contracts and Grants Management Section (CGMS), a part of our Operation and Support Services Branch. The individuals in these roles will supervise, lead, and direct assigned staff in establishing, monitoring, and managing contracts with the Department's service providers.         • Providing staff training, assistance, and oversight in execution of duties related to contract management and payment;
        • Acting as liaison to operating units within DPH to determine programmatic need for contracts/agreements and representing DPH to private providers on questions and assistance in all phases of contract management;
        • Assisting with establishing, maintaining, and revising office procedures, policies, and reporting tools as needed;
        • Assisting in the administration, implementation and execution of agency agreements which includes coordinating with staff who are tasked with maintaining budget control by reviewing and authorizing expenditures;
        • Creating and reviewing contracts/amendments to ensure inclusion of all necessary contract clauses and terms/conditions; assembling/monitoring Personal Service Agreements, Purchase of Services Contracts, and Memorandum of Agreements;
        • Creating and reviewing contract budgets and payment schedules; and
        • Preparing and processing contract payments to DPH Fiscal office in accordance with contract payment schedules and contract terms and conditions.

        DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.

        The Operational & Support Services Branch assures that department-wide administrative activities are coordinated and accomplished in an effective and efficient manner and that public health services are provided at the local level. The Branch ensures planning and response to public health emergencies. The branch provides the following services across the agency:

        Within this branch, the Contracts and Grants Management Section prepares, issues, and manages contracts, grants and low interest loans in support of for-profit and non-profit service providers, federal and local governments, and individuals. The services funded by these contracts and grants improve the Connecticut healthcare service infrastructure and provide otherwise unavailable health and/or support services to underserved residents of Connecticut.


        Seven (7) years of experience in a combination of fiscal administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one of which must be an accounting, budgeting, or payroll function.


        One (1) year of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.

        Note: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and is below the professional working level.


        1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
        2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
        3. For State Employees experience as a Purchasing Services Officer 1 substitutes for the General and Special Experience on a year for year basis.
