DIRECTOR, CAPITAL BUDGET/CAPITAL IMPROVEMENT PROGRAMS(CIP)

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Director, Capital Budget/CIP. This position is in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP). The incumbent is responsible for overseeing and coordinating functions of the Capital Budget/Capital Improvement Programs for the Office of Budget and Planning (OBP).
Duties include, but are not limited to:
• Recommending improvements to current capital budget/capital improvements policies or practices.
• Supervising staff in the formulation of spending forecasts for multi-year programs covering facilities and equipment.
• Providing training to all capital liaisons and capital financial staff in other agencies of the District Government.
• Managing the uses of intra-District charges to the capital funds, recommending policy guidelines and procedures to monitor and evaluate the use of capital funds.
• Performs other related duties as assigned.
Minimum Qualifications: Eight (8) years of progressive work experience performing the related duties and responsibilities such as: directing and overseeing all phases of a large-scale capital budget for a complex organization; serving as a technical authority and advisor on capital budget and financial concepts, principles, and legislation; and ensuring compliance with policies and guidelines. Comprehensive knowledge of the theories and principles of finance applicable to the full range of financial operations and transactions relative to capital fund programs. In addition, at least two years of experience supervising and/or providing guidance to lower-level staff engaged in the total budget process. Bachelor's or Master's degree in economics, business, finance, accounting or related field preferred.
