    Operating Budget Advisor
    $118,935.00 - $153,233.00

    The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Operating Budget Advisor (Hybrid). This position is located in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP), Operating Budget Division. As the Operating Budget Advisor, the incumbent is responsible for guiding the most complex agencies' budgets within the OCFO, OBP. The incumbent advises and consults with representatives of the Office of the Mayor, District Council, and other government agencies and is responsible for the development, formulation, and execution of budget functions for agencies serviced throughout the District Government.

    Duties include but are not limited to:

    • Performing budget analysis for citywide agencies, identifying and performing special analyses, such as cost analysis studies of specific programs or analysis of agency financial reports.
    • Coordinating, implementing, and evaluating multi-year budget formulation processes.
    • Leading the design and preparation of financial models, forecasting, estimating, and providing analyses on current and future financial trends.
    • Collaborating with senior management to develop and recommend milestones, objectives, and plans to achieve the Division's short-range and long-range mission and priorities.
    • Overseeing training and workshops to ensure staff is kept abreast of changing budgetary guidance, rules, and regulations.
    • Performs other related duties as assigned.

    Minimum Qualifications
    Six (6) years of progressive experience performing the related duties and responsibilities such as overseeing all phases of a large-scale total budget and financial planning process for a complex organization; formulating, justifying, and presenting complex multi-year budgets; and expert knowledge of budget concepts, principals, and laws to sufficiently provide expert advice and analysis concerning all aspects of the budgetary process for a complex organization.
