    The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

     

    Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency's three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

    The Georgia Department of Community Health, Financial Management Division, is seeking a qualified Payroll Specialist 2 responsible for ensuring payroll is processed on time, accurately, and in compliance with government regulations.  This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.


    Job Responsibilities

    Under general supervision, responsible for the payroll function and related programs or processes. Specialist must be able to perform in a variety of specialized functions and ensures timely administration, reconciliation and compliance of all payroll processing functions. Consults with government entities, third-party payroll companies and employees. Interprets organizational policy and government regulations, and oversees technical support, customer support and problem resolution.


    ESSENTIAL DUTIES and RESPONSIBILITIES:
     

    • Ensure timely and accurate processing of payroll transactions received, benefits related items, garnishments, taxes, and other deductions.
    • Research internal and external customer request in a timely manner.
    • Review and monitor the team's inbox daily and save relevant items for processing.
    • Reconcile, balance and submit retirement reports, transit orders, GBA parking, health insurance, IAFLAC and flexible benefits adjustments as needed.
    • Analyze and research payroll concerns and provide possible solution. 
    • Research and process manual payments as needed.
    • Maintains accurate payroll records, and provides information based on regulations and confidentiality requirements.
    • Display commitment to performing work, possess a high attention to detail, and strong organizational skills in addition to multi-tasking.
    • Prepare and remits closeout payments timely ensuring that vendors paid accurately and in a timely manner.
    • Demonstrates a positive, productive approach to accomplishing goals and ability to perform other duties as assigned.

    Minimum Qualifications

    Bachelor's degree in a business related field from an accredited college or university OR Associate's degree in a related field from an accredited college or university AND Two years of payroll or related accounting experience OR Four years of payroll or related accounting experience.


    Preferred Qualifications:

    • Demonstrated experience utilizing Excel at an intermediate level, database, and other related applications
    • Demonstrated ability to make sound and well-informed decisions
    • Demonstrated strong problem-solving skills with demonstrated competencies in identifying and analyzing problems
    • Displays a high level of initiative, effort, and commitment toward completing assignments; highly motivated to achieve and be successful
    • Team player that works well in a fast-paced environment
    • Demonstrated ability to work effectively with management, staff, other department personnel, and external organizations in a cooperative and professional manner
    • Committed to providing high quality customer service
    • Demonstrated good written and oral communication skills, with attention to detail
