    The Legislative Budget Office (LBO) Director is a nonpartisan managerial position within the Minnesota Legislature.  The individual in this position directs the work of the Legislative Budget Office (LBO), a non-partisan joint legislative agency established under Minnesota Statutes 3.8853 to provide the Minnesota House of Representatives and the Minnesota Senate with accurate and timely information on the fiscal effect of proposed legislation. The LBO also provides professional and technical assistance to the Tax Expenditure Review Commission established under Minnesota Statutes 3.8855.


    Position summary: The director of the LBO is appointed to a six-year term by the LBO Oversight Commission. They are responsible for:

    1. Managing the oversight, analysis, and review and approval of state agency prepared fiscal notes estimating the fiscal impacts of proposed legislation.
    2. Ensuring the highest level of timely and quality information by developing and monitoring compliance with standards and procedures used in the preparation of fiscal notes, local impact notes, and governing access to data consistent with state law.
    3. Providing oversight to the provision of professional and technical assistance to support the review and evaluation of the effectiveness and fiscal impact of tax expenditures by the Tax Expenditure Review Commission.
    4. Supervising and directing the work of sixteen staff, with an operating budget of approximately $2.4 million annually.


    Minimum qualifications: To be considered, candidates should be a highly skilled leader with:

    • 5 years experience in fiscal analysis, financial management, or tax policy.
    • Bachelor of Arts or Bachelor of Science Degree.
    • Considerable knowledge of state finances, budgeting, financial management, intergovernmental financial relationships, tax policy, and federal-state-local budget structures.
    • Excellent written and oral communication skills to effectively explain complex budget, fiscal, and tax matters with understandable clarity to a variety of audiences.
    • Ability to manage projects that involve multiple staff and agencies and respond quickly with analysis of complex issues.
    • A non-partisan background and the ability to act in a politically neutral manner.


    Desired Qualifications:

    • Advanced degree in budgeting, tax administration, public finance, public policy, law, or similar area.
    • Experience working with a state legislature.

    Salary: The recruitment salary range is $118,000 to $156,000 annually, with excellent benefits. Starting salary will be commensurate with experience. A position description is available at LCC Jobs (https://www.lcc.mn.gov/jobs/).
