    Our Work:

    Work at DOB is high-impact public service, and Budget staff engage in a variety of work, including:

    ·         Analyzing operations, finances, and program performance

    ·         Developing budgetary and policy recommendations

    ·         Evaluating proposed legislation

    ·         Negotiating with legislative staff

    ·         Forecasting revenue and estimating expenditures, monitoring trends

    ·         Developing and implementing the Governor's initiatives

    ·         Monitoring and managing program and project performance

    Position Overview:

    The Human Services, Housing and Intergovernmental Affairs Unit (HIU) oversees the Office of Temporary and Disability Assistance (OTDA), the Office of Children and Family Services (OCFS), the Department of Labor (DOL), the Division of Housing and Community Renewal (DHCR) and State housing programs, the Division of Human Rights (DHR), and the Division of Veterans' Services (DVS).  HIU is also responsible for multiple functions including the oversight of intergovernmental finances, policy, and programmatic activities that impact the State financial plan.<w:sdtpr></w:sdtpr>

    Responsibilities of the Budget Fellow on the OCFS State Operations Team would include, but are not limited to:

    ·         Budgeting for various programs including Child Care, Home Visiting, Adult Protective/Domestic Violence (AP/DV) services, and OCFS's portion of Medicaid services. 

    ·         Monitoring and analyzing Federal and State Operating cash spending and cash flow targets.

    ·         Developing recommendations and documents for the Executive Budget.

    ·         Reviewing and analyzing State and Federal legislation; and

    ·         Assisting in other responsibilities as needed.

    Qualifications:

    DOB seeks candidates who have strong analytical and problem-solving skills, as well as outstanding written and oral communication abilities.  Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam.  Starting salaries are based on education and experience:<w:sdtpr></w:sdtpr>

    Budget Fellow I: Salary of $51,849. Requires a Bachelor's degree.

    Budget Fellow II: Salary of $56,774. Requires a Master's degree; OR, a Bachelor's degree and one year of relevant experience.

    Budget Fellow III: Salary of $61,423. Requires a Doctoral degree; OR, a Master's degree and one year of relevant experience; OR, a Bachelor's degree and two years of relevant experience; OR, a Bachelor's degree and three years of professional experience including one year of relevant experience.

    Strong candidates should have:

    • Strong analytical, oral, and written skills.
    • The ability to work with Excel spreadsheets.
    • The ability to identify, formulate and present ideas, approaches, and solutions necessary to support and advance budget recommendations and program operations; and
    • Proficiency in Microsoft applications is preferred.
