Our Work:
Work at DOB is high-impact public service, and Budget staff engage in a variety of work, including:
· Analyzing operations, finances, and program performance
· Developing budgetary and policy recommendations
· Evaluating proposed legislation
· Negotiating with legislative staff
· Forecasting revenue and estimating expenditures, monitoring trends
· Developing and implementing the Governor's initiatives
· Monitoring and managing program and project performance
Position Overview:
The incumbent will serve as a member of the Department of Tax & Finance, Gaming Commission, and Tax Appeals Team within the Economic Development, Environment, and Energy Unit. This team is responsible for the development, negotiation, and execution of the State Operations and Local Assistance Budgets for the Department of Tax & Finance (DTF), the Division of Tax Appeals (DTA), and the Gaming Commission.
Responsibilities of the Tax & Finance, Gaming and Tax Appeals Budget and Policy Analyst would include, but are not limited to:
- Analyzing and making recommendations on DTF's, DTA's, and Gaming's plans for funding and operation of their programs.
- Examining and developing policy and fiscal recommendations for the Executive Budget.
- Overseeing the implementation of Enacted Budget initiatives and programs.
- Assisting in the development, implementation, and monitoring of Agency initiatives.
- Reviewing legislation and preparing bill memoranda and correspondence.
- Producing memos and papers for use by the Front Office and Executive staff.
- Working closely with agency and Division of the Budget (DOB) staff to accomplish DOB assignments and Executive Initiatives.
Qualifications:
DOB seeks candidates who have strong analytical and problem-solving skills, as well as outstanding written and oral communication abilities. Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:
Budget Fellow I: Salary of $53,404. Requires a Bachelor's degree.
Budget Fellow II: Salary of $58,477. Requires a Master's degree; OR, a Bachelor's degree and one year of relevant experience.
Budget Fellow III: Salary of $63,266. Requires a Doctoral degree; OR, a Master's degree and one year of relevant experience; OR, a Bachelor's degree and two years of relevant experience; OR, a Bachelor's degree and three years of professional experience including one year of relevant experience.
The successful candidate must have strong analytical and writing skills, demonstrate attention to detail, possess good interpersonal skills, and work well both independently and as part of a team.
