Senior Budget Analyst

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. 

Most positions offer the flexibility of a hybrid schedule that combines working from home with regular in-office and/ or community presence. The current in-office expectations are Monday and Tuesday at our 150 E Campus View location. 

In-person work requirements may change for training, meetings, and other operational needs.  Employees must reside at a location that allows for reasonable response time to workplace reporting requirements.  Daytime travel within Ohio may be required.

Who We Are:

Opportunities for Ohioans with Disabilities (OOD) is the state agency that empowers Ohioans with disabilities through employment, disability determinations, and independence. It is accomplished through its Bureau of Vocational Rehabilitation (BVR), Bureau of Services for the Visually Impaired (BSVI) and Division of Disability Determination (DDD). A fourth area is the Division of Employer and Innovation Services (EIS), which is responsible for establishing and maintaining partnerships with employers.

Division Overview:

The Division of Fiscal Management oversees the financial resources of the agency in accordance with relevant laws, regulations, and policies. This includes budget planning, revenue forecasting, expenditure monitoring, and financial reporting. Fiscal staff are responsible for ensuring transparency, accountability, and efficiency in the use of public funds, as well as identifying opportunities for cost savings and revenue generation. They may also be involved in long-term financial planning and analysis to support the agency's mission and objectives.

Senior Budget Analyst Position Overview: 

At OOD, a Senior Budget Analyst researches and analyzes financial data to monitor, validate and reconcile agency revenue and expenditures; prepares budget reports for assigned programs and makes recommendations to the Budget Manager to address budget deficits; conducts trend analysis and develops long- and short-term projections for use by agency managers and executive staff; assists in the development of the agency's biennial budget submission; prepares federal financial reports in compliance with policies and regulations related to the management of federal grant funds; and develops analysis methodologies and budget models needed for effective program assessment.

Senior Budget Analyst Duties:

• Conduct analysis of agency fiscal data, including administrative and case service obligations and expenditures, and evaluate that data in relation to internal budgets and State appropriation amounts. 
•  Develop projections of future obligations and expenditures to detect potential issues and develop solutions to address them.

A Successful Senior Budget Analyst Has: 

• The ability to organize large amounts of fiscal data to support ongoing analysis, and to present that analysis in a succinct format that can be understood by agency leadership to support decision-making activities. 
• The ability to develop solutions to complex problems related to the obligation and expenditure of agency funds.

4 years' experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis). 

OR, Completion of undergraduate core program in accounting, public finance, public administration or business administration AND 24 months' experience in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis). 

OR, Completion of graduate core program in accounting, public finance, public administration or business administration AND 12 months' experience in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis). 

OR, 12 months' experience as Budget Analyst, 63261. 

OR, Equivalent of Minimum Class Qualifications for Employment noted above.
