In September, the agency will be relocating from
1200 E. Anderson Lane, Austin, TX 78752 to the George Herbert Walker Bush building located in the capitol complex at
1801 Congress Ave. Austin, TX 78701.
General Description:Performs highly advanced, financial, administrative, and managerial work. Serves as the deputy to the agency's Chief Operating Officer (COO) and Chief Financial Officer (CFO). Responsible for centralized oversight and coordination of Accounting and Finance. Oversees the management of the accounting and reporting of more than $1 billion annually in state, federal and private funds, student loan bond and debt service funds. Oversees the agency's building support services. Works under executive direction with latitude for the use of initiative and independent decisions in accordance with established policy. Works closely with other senior executives across the agency and with Board members.
General Duties and Responsibilities:• Responsible for accounts receivable (student loans, borrower payments); bond accounting (debt service funds and new bond funding); financial reporting (annual financial report and GASB); accounts payable (financial aid grants, travel and loan payments); accounting transactions; payroll (benefit related funding calculations and transfers); budgeting (legislative appropriations request, annual operating budget, Legislative Budget Board (LBB) reconciliations, performance measures report); disbursement of student financial aid funds (loans, grants and special programs) and agency operations (building and copying services).
• Assists in leading the agency in the efficient management of fiscal operations.
• Provides management in monitoring federally funded project timelines, provides assistance and guidance to project leads, and ensures proper documentation is maintained and federal regulations are followed.
• Coordinates and submits the legislative appropriations request to the Legislative Budget Board.
• Responsible for working with agency staff to develop division and departmental budgets.
• Prepares monthly, quarterly, and annual financial reports for the Board, Commissioner, and senior staff.
• Oversees the agency's periodic sale of student loan program general obligation bonds.
• Collects and prepares financial data for Board presentations.
• Provides testimony to the Legislature and Bond Review Board as required.
• Establishes a cooperative working relationship with state and federal agencies, members of the Board, and representatives of institutions of higher education including financial aid officers, registrars, and business officers.
• Proactively build and maintains strong collaborative relationships with colleagues across the agency to gain their investment and active engagement.
• Ensures the proper policies, procedures and financial controls are in place.
• Performs other duties as assigned.
Knowledge, Skills, and Abilities:• Knowledge of state agency finance, administration, budget controls, and fiscal accounting.
• Knowledge of state laws pertaining to public funds and governmental finance, and familiarity with state statutes governing agency business and finance policies.
• Knowledge of higher education structure in Texas, including roles of legislature, agency, and institutions.
• Knowledge of Government Accounting Standard Board (GASB) Statements and Generally Accepted Accounting Principles (GAAP).
• Knowledge of federal regulations, including Uniform Grant Guidance.
• Skill in managing and prioritizing multiple projects with varied timelines.
• Ability to motivate, lead through influence, and collaborate with diverse individuals and groups.

Required Minimum Education and Experience:• Bachelor's degree from an accredited four-year college or university with major course work in Business, Accounting or Finance.
• Eight years of management experience in administering a full range of financial functions, including financial planning and analysis, budget development and controls, cash flow management, strategic planning, and business process improvement.
• Demonstrated success managing an accounting or finance function.
Preferred:• Master's degree from an accredited four-year college or university with a major in business administration, finance, or related field preferred.
• CPA preferred.
• Experience in a state agency setting working in finance, administration, budget controls, or fiscal accounting is preferred.
