    SDOT's Finance team is looking for an experienced, team-oriented Financial Policy & Funding Strategic Advisor (Strategic Advisor 2) to join us to take on this critical role. Under the direction of SDOT's Finance Manager, you will have responsibility for developing and managing SDOT's fund portfolios, overseeing the development and progress of key legislation materials supporting SDOT's financial strategies, creating and managing financial policies and plans, monitoring, and assessing revenue forecasts and recommending responsive action and conducting other strategic financial planning exercises. This role is a key partner across the organization and will regularly participate and present in meetings and events, including budget planning and presentations to SDOT and City executives.     Job Responsibilities:
    • Develop long-term strategic financial policies and make recommendations to SDOT management, the City Budget Office, the Mayor's Office, and the City Council. 
    • Track financial obligations, expenditures, and revenues for assigned funds, funding sources, and bodies of work. 
    • Coordinate and write quarterly and ad hoc legislation. 
    • Brief and deliver presentations to the department and executive management, elected officials, the public, and funding partners. 
    • Partner with SDOT staff across the organization to identify new funding sources and to develop and maintain appropriate reports and policies to manage those funding sources. 
    • Work collaboratively with staff in SDOT's Finance and Administration Division, other SDOT staff, and other City staff (including the City Budget Office, SDOT's customer departments, and Council staff) to design, develop, evaluate, and document budget and rate policies and procedures, and identify and recommend process improvements. 
    • Coordinate, present and distribute ad hoc and ongoing financial reports as needed by SDOT management, City Budget Office, City Council, or funding partners. 
    • Provide financial management of multiple federal, state, and local funding sources. 
    • Assure regulatory compliance with outside funding agencies. 
    • Assure internal compliance by partnering with internal stakeholders to support legal, effective, and efficient use of these funding sources. 
    • Coach, train, and motivate partners throughout the organization by providing clear and supportive communication and advice to project and program management staff about best practices for financial management including the use of external funding sources. 
    • Partner with stakeholders within the Finance and Administration Division to support the year-end financial processes and to ensure that SDOT has met it's legal (including budgetary) responsibilities to our funding partners and to the Mayor's Office, City Budget Office, and City Council. 
    • Strategically consult on the preparation, negotiation, and monitoring of complex inter-agency agreements to ensure conformance with SDOT policies and procedures and other external agency requirements. 
    • Serve as a technical expert for the agency in federal and state regulations and funding processes; provide technical support or guidance to staff and/or department personnel and other departments or agencies. 
    • Support department goals in promoting diversity and social justice.

    Minimum Qualifications:
    Education:

    • Bachelor's degree in Finance, Business Administration, Accounting, or related field that includes formal coursework in accounting and finance fundamentals.

    Experience:

    • Five (5) years of experience in developing budgets, financial, and strategic plans in a large, complex public organization with a wide range of funding sources. 

    OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

    Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

    • MBA or MPA desirable. 
    • At least 7 years of professional finance/budget experience as described above. 
    • Ability to convey bottom-line results while maintaining attention to detail. 
    • Demonstrated ability to effectively communicate complex financial information oral, written, and electronic formats to both financial and non-financial internal customers. 
    • Excellent customer service skills with demonstrated diplomacy in sensitive conversations including negotiation. 
    • Previous experience with PeopleSoft or similar Enterprise Resource Planning (ERP) systems. 
    • Proficiency in other Microsoft Office applications including expert level proficiency with Excel.
    • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

    Work Environment / Physical Demands:

    • Work is typically performed in an office environment.
    • Telework Expectation: We expect this position may work remotely due to the Covid-19 pandemic. We will continue to seek guidance from local public health agencies and will proceed accordingly with any necessary changes or needs about "workplace location" expectations.
