    Cluster Budget Director

    $136,260.00 - $175,482.00

    The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Cluster Budget Director. This position is located in the Office of the Chief Financial Officer (OCFO), Education Cluster (EC).  The incumbent is responsible for advising the Associate Chief Financial Officer (ACFO) on the total budget process (i.e. budget formulation, execution, and analysis, staff and organizational management) for the assigned Cluster, ensuring effective integration of program and budget planning. The incumbent develops, recommends, and implements budgetary policies for use by all components within the Cluster.

    Duties include, but are not limited to:  

    • Assisting the agency in developing budget program goals to ensure consistency throughout the Cluster and overseeing the Cluster's budget planning process
    • Providing long-range analysis of the effects of budgetary actions on total agency programs
    • Ensuring compliance with Financial Review Process and executive summary reports
    • Assisting subordinate agencies in the formulation of spending forecasts for multi-year programs
    • Advising management on appropriate budgetary action to meet agency needs
    • Approving and monitoring the spending plans for all agencies within the assigned Cluster
    • Ensuring that the budget is implemented in accordance with the Appropriations Act, Budget Act and other District, Federal and financial guidelines
    • Providing authoritative interpretations of legislation, policies and precedents
    • Ensuring compliance with all policies and program requirements that affect budget operations
    • Reviewing completed reports and correspondence prepared by components for consistency with existing practices and policies
    • Keeping management officials and staff informed and knowledgeable of new or updated systems, policies and procedures
    • Providing training as necessary to ensure relevant personnel have the understanding necessary to effectively perform their duties
    • Establishing and maintaining working relationships with budget officials inside and outside the District Government for the purpose of exchanging ideas and information, examining proposals, and providing advice and assistance on specific and general issues
    • Representing the Cluster on various task forces and other OCFO centralized work groups providing direction, insight and pertinent information on cluster operations
    • Performing other related duties as assigned


    Minimum Qualifications: Seven (7) years of progressive experience performing the related duties and responsibilities such as directing and overseeing all aspects of the budgetary process for a complex organization; serving as a technical authority and advisor on budget concepts, principles and legislation; and ensuring compliance with policies and guidelines.
