    Job Summary

    This position is responsible for managing and directing a team of Executive Budget Officers who provide professional financial management assistance and public policy analysis to state agency leaders relative to the planning, development and execution of the state budget, including modification of existing policies and laws. This position also provides independent evaluative judgments, recommendations, policy and program analysis to the Governor, Minnesota Management & Budget leadership, state managers and members of the legislature.


    Qualifications

    Minimum Qualifications

    Master's Degree in Public Policy, Public or Business Administration, Public Finance, or closely related field

    AND

    A minimum of four years (4) of supervisory or managerial financial management experience focused on:

    • Budget preparation, budget analysis, development of budget policies in a governmental or not-for profit environment, OR
    • Establishment of programmatic priorities, analysis of fiscal impacts of public policy options, and the conducting of program analysis/management organizational reviews AND
    • Demonstrated ability to communicate effectively, both verbally and in writing.

    OR a Bachelor's Degree in Public Policy, Public or Business Administration, Public Finance, or closely related field AND eight years of supervisory or managerial financial management experience as noted above.

    Preferred Qualifications

    • Direct experience with the development of the state budget in Minnesota.
    • Experience working with the Minnesota Legislature.
    • Experience testifying at the Legislature.
